Responsible for the recording, storage, maintenance, disposal and management of property and evidence. Performs work in accordance with Departmental procedures, Federal, State, and local laws, regulations, accreditation standards and best practices. Performs assorted assigned police services in accordance with the mission, goals, and objectives of the Oak Harbor Police Department, as assigned by the Chief of Police or his/her designee. While much of the work is routine the employee must be able to act without direct supervision and exercise independent discretion. Work is reviewed through personal inspection check of reports/audits, the general appraisal of the effectiveness of the employee and other standard methods.Essential Functions:
Work activities involve multiple skills and may include, but are not limited to, any of the following depending on area of assignment, business needs, emergency services, special projects, and seasonal factors:
  1. Receive, record, secure, preserve and store property, electronic media, and physical evidence/property to maintain proper chain of custody.
  2. Release evidence for court purposes and prepare, transport, and submit evidence for processing at laboratory facilities when necessary.
  3. Release or dispose of property in accordance with specific guidelines and authorizations.
  4. Dispose of property and evidence appropriately by converting to department ownership, destruction, auction, donation or returned to rightful owner according to state statutes and departmental policies.
  5. Interpret court orders pertaining to disposition of property and reports.
  6. Coordinate and witness destruction of narcotics and unclaimed and surrendered firearms following court orders and statutory procedures.
  7. Maintain a variety of records, logs, and files related to evidence, fingerprints, and related laboratory and chemical analysis.
  8. Perform filing, data entry, and other clerical functions necessary to perform duties.
  9. Inspect and maintain equipment used in the collection, drying, and storage of evidence and property.
  10. Train, educate, and advise department members on proper handling and packaging of property/evidence placed in police custody.
  11. Answer citizen inquiries and complaints over the telephone and in person regarding property dispositions.
  12. Manage, anticipate and order supplies as needed for packaging, testing and storing evidence.
  13. Maintain certification through ACCESS to conduct file inquiries and entries into NCIC, WACIC, and Department of Licensing Records as needed.
  14. Perform inventory audits in accordance with Federal and State Laws, Department Policies, WASPC Accreditation Standards and best practices.
  15. Maintain confidential information.
  16. Manage, maintain, and serve as the primary contact for In-Car and Body Worn Camera database, video evidence storage, and dissemination of video evidence in accordance with laws, policies, and best practices.
  17. Research, respond, and fulfill Public Disclosure Request inquires in accordance with department policy and state law.
  18. As directed by the Chief of Police or his/her designee, assist with office associated tasks to gain and maintain compliance with Accreditation standards.
Associated Functions:
    1. Process, proof, and file paperwork as necessary
    2. Perform related work as assigned.
    3. Participate in community outreach activities, including SCOPE (Shift Community Outreach Program Efforts) projects and other appropriate tasks.
    4. As needed and assigned by the Chief of Police, Captain or their designee, assist other divisions; example: front desk, records tasks, jail observation, police support.
    5. May be tasked by Chief of Police or his/her designee with assisting patrol, corrections, or police support officer in or near the police station with tasks which do not require enforcement activity or investigative duties. (Example: packaging property, making phone calls, producing charts/displays and other tasks).
    6. Establish and maintain effective and cooperative working relationships with other agency personnel, citizens, and co-workers. Respond to inquiries using good judgement, tact, and courtesy.

  • Ability to maintain accurate records, reports, inventory, and data entry.
  • Successfully complete training required for property/evidence room management and ACCESS Certification
  • Skills in operating a computer and typewriter.
  • Ability to quickly learn various computer programs.
  • Good oral communication and written skills.
  • Read, write, and speak the English language.
  • Work within laws, rules, regulations and procedures such as OSHA and the Department Policy Manual.
  • Interact positively with other agency personnel, citizens and co-workers.
  • Ability to work independently.
An equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities to perform the essential job functions may be considered.
  • Must possess a high school diploma or GED equivalent.
  • A minimum of two years of office support experience processing and maintaining confidential, detailed records according to strict guidelines and procedures.
  • Experience in a legal or law enforcement setting preferred.
  • Some office equipment, computer, and communications experience.
  • Must pass driver's abstract and maintain current Washington State driver's license.
  • Must pass background investigation, screening of criminal history, sexual offenses, recent drug use.
  • Must be of good moral character and industrious habits, service oriented, patient and flexible.
  • Must be of a temperament and disposition suitable for law enforcement duties.
  • Must be self-starting and able to operate without direct supervision to accomplish tasks.
  • Conditional employment offer will be contingent on medical examination and drug screen, polygraph examination for law enforcement personnel and psychological evaluation.

Work is performed primarily in an enclosed room at the Oak Harbor Police Department ID and evidence room and inside other offices at the department. Due to the nature of the work, there is potential for damage to health, life, and property. Operate motor vehicles on City streets and highways. Use and exposure to various types of chemicals, glues and powders used in evidence processing. Must have normal range of hearing, full range of motor and physical skills. Ability to move objects more than 50 pounds.
