Irrigation Supervisor

Summary: Under basic supervision, supervises the daily activities of Parks and Recreation Department irrigation system maintenance crews; inspects irrigation systems, prioritizes and assigns work, and assures quality of work performed; verifies that vehicles, equipment, and tools are used in compliance with all safety regulations and standard procedures.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Inspects parks to determine irrigation system maintenance needs; prioritizes projects and supervises maintenance work crews; inspects jobsites to assure quality work products and effective use of resources.
  • Monitors and inspects City parks, sports fields, public grounds, and landscaped areas for water leaks, appropriate irrigation coverage, and turf conditions; coordinates maintenance tasks as needed.
  • Monitors City irrigation efficiency; adjusts irrigation timing, watering schedules, and area coverage.
  • Tests, repairs, maintains, and replaces backflow devices used to protect water supplies from contamination; performs plumbing repairs, assures effective system functionality, and compliance with state and City laws.
  • Supervises work crews performing irrigation system maintenance activities; plans and schedules staff, equipment, and materials required to complete work projects; monitors work sites to assure that safety rules and regulations are followed, and that the work zones and all equipment are in safe operating condition.
  • Creates and assigns work orders; reviews the work of assigned staff to assure that work assignments are completed according to specified work orders, and Parks and Recreation procedures.
  • Reviews, approves, and summarizes daily activity reports, and material and equipment usage reports.
  • Inspects work projects and provides technical assistance and guidance to work crews; supervises ongoing work projects to assure that the work zone and all equipment are in safe operating condition.
  • Supervises crews during emergency events; performs special tasks for public safety and property protection.
  • Utilizes proper safety precautions in all work performed; reports problems and emergency situations; recognizes, avoids, and reports unsafe acts, conditions, accidents, and injuries.
  • Must have and maintain a cell phone for City use to hold this position.
  • Supports the departmental operations with regular and time attendance.
  • Performs duties of Irrigation Technician as needed to meet workload demands.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications:

Education, Training and Experience Guidelines : High School Diploma or GED required AND three years of irrigation system maintenance experience, preferably with the City of Odessa.

Knowledge of:

  • Principles, practices, methods, materials, tools, and equipment used in maintenance of parks.
  • Commercial irrigation system design and maintenance practices and standards, and operational characteristics of automated irrigation management systems.
  • Methods, materials, and standards used to install, test, maintain, and repair commercial irrigation water meters, valves, and electrical and electronic control devices.
  • Principles, practices, and techniques of grounds maintenance, pesticide/herbicide application, fertilizers and plant disease identification and treatment.
  • Federal, state, and City safety rules and regulations.
  • Proper use and storage of chemicals, including OSHA Material Safety Data Sheets (MSDS) for hazardous chemicals used in the workplace.
  • City geography, traffic patterns, parks, landmarks, and Parks facility locations.

Skill in:

  • Using initiative and independent judgment within established procedural guidelines
  • Planning and prioritizing repair and maintenance projects.
  • Diagnosing repair problems on automated irrigation maintenance management systems.
  • Repairing and testing the installation and operation of backflow prevention assemblies.
  • Installing, repairing, and maintaining irrigation and plumbing systems according to standard operating and safety procedures.
  • Supervising staff, delegating tasks and authority, and evaluating staff performance.
  • Assessing and prioritizing multiple tasks, projects, and demands.
  • Promoting and enforcing safe work practices.
  • Operating a personal computer utilizing standard and specialized software.
  • Establishing and maintaining effective working relationships with co-workers and the public.
  • Effective verbal and written communication.

License and certification requirements: A Texas State Commercial Driver's License is required. Certification as a Licensed Irrigator and Backflow Prevention Assembly Tester from the Texas Commission on Environmental Quality (TCEQ) is required. Additional special training and licensing may be required

Physical demands and working environment: Work is performed indoors, outdoors, and at City facilities; requires moderate physical efforts, and the ability to bend, reach, stoop, and lift objects; may be exposed to safety hazards and dangerous tools and equipment; safety precautions must be followed, including use of safety equipment. Must use City approved safety shoes.
