City of Olympia, WA is Hiring a Community Service Officer II (Teamster) Near Olympia, WA

Serves as a lead worker over a variety of limited-commissioned duties within the police department. Under general supervision and at the direction of the Chief of Police or designee(s). The Olympia Police Department’s Community Service Officer (CSO) program is comprised of limited commissioned personnel performing a wide variety of duties within the police department. This program is a support function in collaboration between local peace officers, the municipal court, contract jail facilities, and the community. CSOs will respond to non-criminal calls for service as well as provide education, public safety, transportation, and community services that do not require the full authority of a peace officer. The Olympia Police Department is an actively engaged full-service law enforcement agency providing a wide range of law enforcement and social services to the community of Olympia. The CSO II classification is an armed position.
Essential Functions
The essential functions of this position include but are not limited to:
1. Provides guidance and instruction to the CSOs in planning and implementing the goals and objectives for section, in addition to monitoring the progress of achievement of section goals and objectives.
2. Serves as the point of contact and coordinates activities related to this function.
3. Directs the work of the CSOs and is responsible for assigning, delegating tasks, and for ensuring section employees complete tasks assigned.
4. Coaches, mentors, and trains CSOs.
5. Facilitates scheduling.
6. Lead Workers provide technical expertise and may perform some specialized tasks depending on individual expertise and abilities of team members.
7. Plans, develops and updates procedures required to accomplish CSO goals and objectives.
8. Responsible for providing assigned lieutenant with recommendations about CSO practices and standards.
9. Ensure CSOs have the necessary resources available to perform assigned tasks.
10. Communicate effectively both verbally and in writing.
11. De-escalate individuals experiencing heightened emotions.
12. Drives a department vehicle to transports inmates to correctional facilities, court appearances, psychological and/or court-ordered activities, medical appointments and other destinations.
13. Maintains the care, custody and control of individuals being transported.
14. Performs physical searches of individuals and transport vehicles.
15. Process seized contraband and excess property.
16. May be required to exercise discretion and use independent judgement; often facing critical, potentially violent and complex situations.
17. Process individuals into Federal, State, County, Municipal and Tribal detention facilities to include completion of necessary documentation.
18. Transfer bail/bond funds and documentation from corrections facilities to courts.
19. Collection of DNA samples as required by the courts.
20. Fingerprint individuals as required by the courts and the department.
21. Take individuals into custody as ordered by the court.
22. Applies physical force within policy when required, as necessary.
23. Assist during Olympia Municipal Court matters in the courtroom and at corrections facilities.
24. Testify in court regarding job-relevant incidents.
25. Respond to calls for service related to lost and found property.
26. Assist with traffic control, special events and other department related activities.
27. Transport evidence items to and from department facilities while maintaining proper chain of custody.
28. Operate and maintain job-related equipment.
29. Maintain and organize inventory of patrol vehicles.
30. Provide administrative assistance to all department divisions/staff as requested.
31. Assist stranded motorists.
32. Prepare and complete detailed reports, forms, logs and other required documentation.
33. Enter and/or verify information into WSP ACCESS.
34. Punctual, regular and reliable attendance is essential for successful job performance.
35. Other duties as assigned.
Typical Qualifications
1. Ability to work independently from general guidelines and broad program objectives.
2. Perform responsible and complex technical work using independent judgment, initiative and discretion.
3. Learn, apply, accurately interpret and explain complex laws, regulations, ordinances, policies and procedures.
4. Analyze complex issues and make accurate decisions independently.
5. Skilled in operating personal computer equipment and software including word processing, database, and presentation programs at a level of proficiency to perform position duties and responsibilities.
6. Maintain the confidentiality of sensitive and/or confidential information.
7. Effectively prioritize and organize multiple assigned tasks to individuals and work groups, meeting strict timelines and accuracy requirements.
8. Present a positive professional image to the general public and other City Departments and provide customer service consistent with City and Department values.
9. Establish and maintain effective working relationships with diverse populations, co-workers, and other agencies; work cooperatively with others as a service-oriented team member.
10. Ability to prepare and present clear, concise, and comprehensive reports.
11. Ability to speak to groups and make presentations regarding a wide array of topics.
12. Ability to resolve conflict.
Experience/Education:
1. Must be twenty-one (21) years of age or older.
2. Must be a high school graduate or possess a GED
Special Requirements:
1. Valid Washington State driver’s license required.
2. Acceptable driving record and demonstrated ability to operate a motor vehicle safely, as reasonably determined by the City.
3. Successful completion of a criminal background investigation.
4. Successful completion of psychological testing, medical examination, and polygraph examination.
5. Willingness to wear a body-worn camera and operate a vehicle equipped with a mobile audio video system.
6. Successful completion of drug and alcohol screening.
7. Successful completion of a 6-month probationary period for continued employment.
8. Ability to work flexible schedules up to a 10-hour and 40-minute shift which may include evenings, weekends, and holidays.
9. Ability to work overtime.
10. Ability to pass all screenings, including medical and psychological exams.
11. Ability to obtain first aid / CPR certification within probationary period.
12. Ability to pass ACCESS certification within 6 months of hire.
13. Ability to qualify on a department issued firearm and maintain qualification bi-annually.

$77,720.31 - $94,400.75
