OBJECTIVE
THE INTENT OF THIS POSITION DESCRIPTION IS TO PROVIDE A REPRESENTATIVE SUMMARY OF THE MAJOR DUTIES AND RESPONSIBILITIES PERFORMED BY INCUMBENT(S) IN THIS POSITION. INCUMBENT(S) MAY NOT BE REQUIRED TO PERFORM ALL DUTIES IN THIS DESCRIPTION AND INCUMBENT(S) MAY BE REQUIRED TO PERFORM POSITION-RELATED TASKS OTHER THAN THOSE SPECIFICALLY LISTED IN THIS DESCRIPTION
Under supervision of Customer Service Manager, performs a variety of customer service duties, payment transaction-handling, billing, and related functions associated with the City of Palestine’s services.
ESSENTIAL JOB FUNCTIONS

- Assists customers in person, email and by phone.
- Represents city well in transaction and problem-solving communications.
- Upholds integrity of the city in communicating payment policies and procedures to customers.
- Accepts and posts payments for water/wastewater and other city services, with accuracy.
- Handles cash, checks and credit card transactions and issues receipts.
- Reviews and analyzes financial situations of customers.
- Recommends and establishes partial payment plans.
- Monitors accounts; identifies accounts not in compliance with partial payment plans.
- Processes applications for new service, transfers, and disconnects, applying city policies and procedures.
- Sets up accounts; opens work orders.
- Print and close service orders.
- Enters and maintains files and records accurately and reliably.
- Process returned mail.
- Inserts bills into envelopes and mails out.
- Cross train with other clerks as back up.
- Provides administrative support to Planning and Building services or other nearby departments and to the department staff; schedules appointments, research issues, and provides data on permit and plan issues and related subjects.
- Assists with document scanning and record retention
- Performs other duties as assigned or required.
QUALIFICATIONS AND EDUCATION REQUIREMENTS
- Skill in always maintaining positive and friendly attitude in a fast paced, high stress environment.
- Cash handling skills.
- Balance cash till daily.
- Knowledge of applicable local, state, and Federal statutes, rules, regulations, ordinances, codes, City of Palestine policies and procedures, and other governing documents.
- Ability to answer multi-line phone system.
- Knowledge of the basic principles of bookkeeping/accounting
- Knowledge of the basic principles of filing and records management.
- Skill in establishing and maintaining effective working relations with employees, other departments, contractors, vendors, the public and others having business with the City of Palestine.
ACCEPTABLE EXPERIENCE AND TRAINING
A high school diploma or GED and one year of relevant cashiering, clerical accounting, and bookkeeping or closely related duties involving public contact, customer relations or closely related responsibilities.
Proficiency in Microsoft Outlook and Excel required.
Proficiency in automated computer systems preferred, INCode software experience is a plus.
CERTIFICATIONS AND LICENSES REQUIRED
Must be willing and capable of completing all required courses and classes for certification requirements.
Must possess a Valid Texas motor vehicle driver’s license.
CONDITIONS OF EMPLOYMENT
Must pass a pre-employment drug screen and/or physical exam. Employees are subject to random drug/alcohol testing throughout their employment.
Must have and maintain a satisfactory driving record .
Must perform typing and 10-key test satisfactorily.
Regular attendance is required.
