JOB SUMMARY

This position is responsible for managing the City's stormwater management system, stormwater utility and stormwater permit.

ESSENTIAL FUNCTIONS

• Develops, schedules, coordinates, and manages the daily maintenance of the stormwater utility.
• Trains, assigns, directs, schedules, evaluates, and disciplines personnel.
• Schedules and directs the activities of the stormwater maintenance crew.
• Responds to drainage complaints; develops, coordinates, and implements solutions to correct problems.
• Ensures utility compliance with state and federal regulations; manages the preparation and maintenance of required documentation.
• Prepares and manages the stormwater budget.
• Serves as project and construction manager for all capital and in-house construction projects.
• Conducts erosion control inspections of all construction projects in the city; ensures compliance with ordinances.
• Assists the City Engineer with plan review and other engineering projects.
• Performs related duties.

SUPERVISORY CONTROLS

The City Engineer assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES

Guidelines include building codes, state and federal environmental regulations, and city policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

• The work consists of varied management, supervisory and technical duties. Strict regulations contribute to the complexity of the position.
• The purpose of this position is to manage the operation and maintenance of the stormwater management system. Successful performance contributes to the provision of an efficient, effective, and regulatory compliant stormwater system.

• Contacts are typically with coworkers, contractors, vendors, engineers, biologists, environmental scientists, attorneys, representatives of state and federal agencies, and the general public.
• Contacts are typically to exchange information, motivate persons, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

• The work is typically performed sitting at a desk or table or while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee occasionally lifts light and heavy objects, distinguishes between shades of color, and utilizes the sense of smell.
• The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to noise, dust, dirt, grease, and machinery with moving parts. The work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over Stormwater System Inspector (1), Stormwater Supervisor – Stormwater (1), Heavy Equipment Operator (1) and Heavy Truck Driver (1).

MINIMUM QUALIFICATIONS

• Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
• Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
• Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.

Pay: $79,281.80 - $101,084.29 per year
