This executive-level position requires strategic leadership, exceptional management skills, and the ability to work collaboratively with the Mayor, the City’s management team, other governmental officials, and citizen groups. As a key advisor to the Mayor, the City Administrator will play a critical role in shaping the future of the City.The City Administrator is responsible for the daily operations of the City through the overall management of available human, financial, and material resources. This position is required to exercise keen judgment, imagination, and foresight in making strategic administrative and management decisions to ensure the effective and efficient delivery of municipal services and the implementation of adopted policies and ordinances.This position is characterized by executive level work with the Mayor and the City’s management team and regular interaction with other governmental administrative officials and citizen groups. This position is a Mayoral appointment. Work is performed according to the policy directives of the Mayor and the appointee serves at the pleasure of, and reports directly to, the Mayor.ESSENTIAL JOB FUNCTIONSEnforce all laws and ordinances of the City and ensure compliance with all contracts, permits, and privileges granted by the City.Provide leadership and direction to department administrators, including those overseeing the natural gas company, international airport, seaport, police, and fire departments, ensuring efficient, effective, and economical delivery of services.Develop metrics to measure employee engagement, analyze data, and report findings with recommendations for improvement.Assist the Mayor with strategic planning, both short and long-term, and participate in local and regional planning efforts.Develop and maintain an organizational structure that supports the City’s operational goals; monitor performance and implement corrective actions as necessary.Keep the Mayor informed of state and federal developments impacting the City; monitor pending legislation and ensure compliance with new laws.Assist in preparing the annual budget, review departmental budget requests, and manage the City’s budget to maintain a balance between quality and cost of services.Review and approve personnel actions, including hiring, termination, and salary changes for non-administrative positions; evaluate administrator performance.Represent the Mayor and the City at various meetings, functions, and events; liaise with civic and governmental organizations, committees, taskforces, boards, and commissions.Attend and participate in Council meetings, overseeing the preparation of presentations and supporting documents for agenda items.Oversee disaster preparation planning and provide leadership during emergencies; work with local emergency services to implement emergency plans.Serve as a senior advisor to the Mayor on administrative and policy matters.Implement city policies and plans as established by the City Council; recommend changes and improvements as necessary.Perform other related duties as assigned.QUALIFICATIONSEducation and Experience: Bachelor’s degree in Public Administration, Business Administration, or a related field; seven (7) years of municipal management experience, including five (5) years of managerial experience in a position equivalent to deputy chief administrative officer or an equivalent combination of education and experience. Master’s degree and experience in Public Administration is preferred.Licenses or CertificationsValid driver’s license and any required licenses, training, or certifications required by law.Special Requirements: None.Knowledge, Skills and Abilities: Strong knowledge of effective managerial princiUnderstanding of short and long-range planning processes.Knowledge of basic city governmental operations.Familiarity with municipal financing, purchasing, and budgeting.Ability to comprehend laws and court rulings affecting municipal operations.Capability to develop and direct comprehensive citywide goals and administrative operations.Excellent communication skills, both oral and written.Ability to establish and maintain effective working relationships with elected officials, government and community agencies, other employees, and the general public.Proficiency in conducting efficient and effective meetings.Commitment to maintaining high levels of integrity and ethical performance.PHYSICAL DEMANDSRegularly required to use hands and fingers, reach with hands and arms, walk, talk, and hear.Occasionally required to stand, sit, climb, balance, stoop and crouchSpecific vision abilities required include near and far distance, color, peripheral vision, and depth perception.WORK ENVIRONMENTPrimarily a sedentary role performed in an office environment with moderate noise levels.May require travel to various City departments for meetings with staff.The City of Pensacola is an equal opportunity employer.
