General Description: The purpose of this job within the organization is to provide leadership, expertise and management over a full range of Human Resources (HR) operations, programs and services that are in support of the vision, mission and needs of the City. This job formulates long-range goals for the organization, develop policy and position papers and negotiate with the chief administrative officer and/or elected officials.Duties and Responsibilities: The functions listed below are those that represent the majority of the time spent working in this job. Management may assign additional functions related to the type of work of the job as necessary.
EXAMPLE OF DUTIES
Essential Functions: Manages the HR overall functions and services, of the City, that include policy administration, training & employee development, benefits administration, employee relations, recruitment and retention, classification & compensation.Consults with City Manager on HR strategies; implements and executes major HR programs.Serves as a major contributor and advocate to the development of the organizational goals and strategic plans.Supervises HR staff; advises, guides and trains the leadership team, managers, supervisors and employees on matters pertaining recruitment, employee relations, classification and compensation, benefits and employment laws, policies and practices.Develops, revises, interprets and applies HR policies, procedures and practices.Consults with and advises management on sensitive employee relation issues; facilitates problem-solving strategies and mediates resolutions.Improves HR functions and services by staying abreast of HR trends and best practices. Applies knowledge of local government HR principles and methods for the efficient and effective management of city employees and operations.Oversees the administration of employee benefit programs to include contract negotiation, recommendation for plan changes, analysis of plan competitiveness and the coordination of the benefit plan enrollment.Additional Duties: Conducts research and investigates employee complaints, grievances and lawsuits.Maintains the classification and compensation systems and position control management.Assists managers and supervisors to assess recruitment needs and establishes recruitment plans.Prepares budget requests for the HR department and manages the budget.Performs related work as assigned.Responsibilities, Requirements and Impacts Data Responsibility: Data Responsibility refers to information, knowledge, and conceptions obtained by observation, investigation, interpretation, visualization, and mental creation. Data are intangible and include numbers, words, symbols, ideas, concepts, and oral verbalizations.Conducts research to discover new methodologies or to find solutions for unresolved problems.People Responsibility: People include co-workers, workers in other areas or agencies and the general public.Directs or commands others by issuing orders and instructions.Asset Responsibility: Assets responsibility refers to the responsibility for achieving economies or preventing loss within the organization.Requires responsibility and opportunity for achieving considerable economies and/or preventing considerable losses through the management of a large division or minor department and/or handling of very large amounts of money.Mathematical Requirements: Mathematics requires the use of symbols, numbers and formulas to solve mathematical problems.Uses addition and subtraction, multiplication and division and/or calculates ratios, rates and percents.Communications Requirements: Communications involves the ability to read, write, and speak.Reads professional literature and technical manuals; speaks to groups of employees, other public and private groups; writes manuals and complex reports.Judgment Requirements: Judgment requirements refer to the frequency and complexity of judgments and decisions given the stability of the work environments, the nature and type of guidance, and the breadth of impact of the judgments and decisions.Decision-making is a major part of the job, affecting a major segment of the organization and the general public; works in a dynamic environment; Responsible for developing policies and practices.Complexity of Work: Complexity addresses the analysis, initiative, ingenuity, concentration and creativity, required by the job and the presence of any unusual pressures present in the job.Performs work involving the application of logical principles and thinking to solve practical problems within or applying to a unit or division of the organization; requires continuous, close attention for accurate results and frequent exposure to unusual pressures.Impact of Errors: Impact of errors refers to consequences such as damage to equipment and property, loss of data, exposure of the organization to legal liability, and injury or death for individuals.The impact of errors is extremely serious -- affects entire organization and impacts other activities/organizations and the general public.Physical Demands: Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.Equipment Usage: Equipment usage involves responsibility for materials, machines, tools, equipment, work aids, and products.Supervises the handling/use of computers, office equipment or work aids involving extensive latitude for judgment regarding attainment of a standard or in selecting appropriate items.Unavoidable Hazards: Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.None.Safety of Others: Safety of others refers to the level of responsibility for the safety of others, either inherent in the job or to ensure the safety of the general public. Requires some responsibility for safety and health of others and/or for occasional enforcement of the standards of public safety or health.
