General DescriptionPerforms technical and skilled work in support of the City's floodplain management program. Performs responsible, and often independent, technical and administrative tasks associated with implementing this program to provide a desired level of service and to ensure compliance with local, state and federal laws. Performs related work as required. Responsible for administering and enforcing the City's Floodplain Management Ordinance (City Code Chapter 58) in accordance with FEMA/NFIP requirements consistent with 44 CFR 60.3; and ensuring compliance with all other local, state and federal requirements. Develops and coordinates all required updates and amendments to the City's Floodplain Management Ordinance, Including any presentations to City Council for adoption. Provides initial Interpretations of floodplain boundaries shown on the City's Flood Insurance Rate Maps (FIRM's) in response to inquiries from internal staff, property owners, and the general public. Coordinates with the Federal Emergency Management Agency (FEMA) and acts as community liaison and facilitator regarding complete updates to the City's FIRM's; and reviews/oversees all other proposed minor revisions to the City's floodplain boundaries (LOMC, LOMA, CLOMA, LOMR-F, and CLOMR ) for compliance with FEMA/NFIP requirements. Coordinates with the VA Department of Conservation and Recreation (DCR) as necessary to ensure compliance with all applicable state regulations. Review any floodplain-related projects from Federal and State Agencies for compliance with all applicable City, state, and federal regulations and ordinances. Responsible for development and implementation of public outreach initiatives to citizens regarding floodplain education and gathering information needed to equitably manage the floodplain. Makes recommendations and provides assistance to property owners on resolving floodplain management deficiencies. Responds to citizen inquires, complaints, and requests for assistance regarding floodplain issues. Schedules and perform site visits, inspections, communications, and follow-up visits with property owners as necessary to ensure compliance with applicable City, state, and federal regulations and ordinances. Performs other related tasks as required.
EXAMPLE OF DUTIES
Essential Functions: Thorough knowledge of the principles and practices of engineering hydrology and hydraulics, and related topics. Demonstrated ability to understand and interpret complex mapping, floodplain studies, construction drawings, and specifications. Thorough understanding of public relations and effective communications. Ability to communicate clearly and concisely, orally and in writing. Functional skill with personal computers, including engineering hydrologic and hydraulic computer programming, word processing and spreadsheet software. Ability to perform light manual labor for extended periods under unfavorable weather conditions.
