The Office of Director of Finance was created by the Philadelphia Home Rule Charter, adopted by the electors of the City on April 17, 1951, to give the Mayor and the City government a principal officer responsible for the financial, accounting, and budgeting functions of the executive branch. The Director of Finance is thus the chief financial officer of the City and all powers and duties concerning finances, accounting, and budgeting in the executive branch are directly or indirectly the Director's. The Director of Finance is also the Chairman of the Board of Pensions and Retirements and an ex-officio member of the board of various quasi-governmental agencies, including the Pennsylvania Intergovernmental Cooperation Authority. The City of Philadelphia operates on a fiscal year between July 1st and June 30th.
Position Summary
The Business Analyst reports to the OnePhilly HR Lead. This role is responsible for guiding the success of the technology and services related to various business processes that align with OnePhilly’s technological strategic priorities. Working with cross-functional teams within the OnePhilly environment and business process stakeholders, they will oversee HR and Benefits related business process initiatives from requirements through implementation, assessment, testing, and continuous enhancement. In this role, the Business Analyst will be the ‘voice of the customer,’ focusing on needs, expectations, understandings, and desires of the OnePhilly stakeholders to improve processes and increase satisfaction. As a member of the OnePhilly’s Team, the Business Analyst is expected to uphold the organization’s mission and contribute positively to a collaborative, human-centered, innovative, accountable, transparent, and inclusive culture within the OnePhilly Team.
Essential Functions
This role will be responsible for establishing testing standards, protocols and repository for all end-to-end HR Testing.
Competencies, Knowledge, Skills and Abilities
We care more about what you can do than where you learned how to do it. That said, a bachelor’s degree is a good foundation for the work, and job-related experience around the competencies above is acceptable as well. The ideal candidate will have at least three years of experience with business analysis as well as working on and/or leading project teams.
