About This PositionThis is computer user support work at an advanced clerical level. Employees in this class perform a variety of support services directly for computer users in an assigned department, including responding to requests for assistance from a helpdesk, troubleshooting and resolving problems with computers over the phone, by e-mail and in person, and securing the assistance of higher level information technology staff when necessary. Employees in this class also provide informal advice and guidance, and/or desktop one-on-one training, and/or classroom and on-site training for groups for a wide variety of employees, including managers, supervisors, professional and technical staff and clerical employees. Expertise with various types of computers, applications and software packages is determined by the operational needs of the assigned department. Employees provide services in a variety of computer environments, including local area networks, wide area networks and terminals attached to a mainframe computer. Employees work under the supervision of an administrative or technical superior.

Minimum RequirementsMinimum Training, Education & ExperienceThe following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Candidates must meet requirements within 30 days after the last date for filing applications.
  • EDUCATION : Education equivalent to the completion of the twelfth school grade.

  • EXPERIENCE : Three years of Data Service Support Clerk or equivalent experience which has included maintaining the integrity of computerized records and generating a variety of reports using query tools.
ORTwo years as a Library Digital Resource Specialist providing assistance to and orienting library patrons in the access of public computers, laptops, tablets, e-readers and other technological resources that support and deliver library services, programs and materials.
NoteMicrosoft Office User Support ( MOUS ) Expert Certification can be substituted for any of the above experience on a basis of one year of experience for each certification.
An associate’s degree in information technology or computer technology can be substituted for two years of the required experience.

The appointing authority may make an appointment from either one of the promotional lists until these lists are exhausted and, thereafter, may appoint from the open competitive list.
Permanent City employees will receive no promotional preference in the open competitive examination. If you have permanent civil service status with the City of Philadelphia, and are eligible to compete in promotional examinations, you should NOT apply for this examination. You should apply for the promotional examination for this class announced concurrently on the same date. The examination number for the promotional examination is 1D59-20240722-PR-00.Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.
RESIDENCY REQUIREMENT : Philadelphia residency is not required to submit an application. However, applicants must have established bona fide residency in the City of Philadelphia for one year prior to appointment.
PREFERENCE FOR PHILADELPHIA RESIDENTS – Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other persons receiving an identical test score. If you have maintained a bona fide residence in Philadelphia for at least one year immediately preceding August 26, 2024, you are eligible to claim residency preference.
Your response to the residency question will be used to determine eligibility for residency preference. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements.
U.S. VETERAN’S PREFERENCE – Ten (10) points for veteran’s preference will be added to the scores of eligible veterans who apply for open competitive tests and pass the examination. To be eligible, the veteran must be honorably discharged from the U.S. Armed Forces by the first date of the examination. Candidates must submit a DD214 Member-4 to the staff member listed on the announcement if they wish for their eligibility to be reviewed. Spouses of disabled or deceased veterans may also be considered and will be required to submit additional documentation.
LEGACY PREFERENCE – The children or grandchildren of Philadelphia Firefighters or Police Officers who were killed or died in the line of duty shall be accorded a preference in open competitive civil service entrance examinations. Candidates who qualify for this preference and who take and pass open competitive civil service examinations shall have ten points added to their final score. The candidate must successfully pass all parts of the examination before points are awarded.
NATIONAL VOLUNTEER SERVICE PREFERENCE – Up To Five (5) Points Will Be Added To The Scores Of Eligible National Volunteers Who Apply For Open Competitive Tests And Pass The Examination. Candidates Must Submit a Copy Of Their Service Letter To The Staff Member Listed On The Announcement If They Wish For Their Eligibility To Be Reviewed. To Be Eligible, Candidates Must Have
  • Successfully completed a term of volunteer service with Peace Corps, AmeriCorps NCCC (including FEMA Corps), or AmeriCorps VISTA Such candidates will be awarded five (5) points for the completion of a two-year term of service or three (3) points for the completion of a one-year term of service.
  • Successfully completed at least 450 hours of service with AmeriCorps State and National (including Teach for America). Such candidates will have:
  • 1 point added to their final score if they have completed 450 Hours of the above service.
  • 2 points added to their final score if they have completed 675 Hours of the above service.
  • 3 points added to their final score if they have completed 900 Hours of the above service.
  • 5 points added to their final score if they have completed 1700 Hours of the above service.
Candidates must successfully pass all parts of the examination before veteran’s preference, legacy preference or national volunteer service preference points are awarded.
Philadelphia School District Career and Technical Education Preference PointsFor exams announced after May 1, 2023, excluding Police and Fire entry level exams, candidates who successfully pass the open-competitive examination shall have up to 5 points added to their final score in accordance with Regulation 9.0670.
Only those competitors who have a passing grade in an all parts of the examination shall receive additional credits to which they may be entitled. The following requirements must be satisfied for a candidate to receive additional credits for examinations.
  • Candidates must have completed and graduated from a career technical education ( CTE ) program of the School District of Philadelphia during the three-year period immediately preceding the examination announcement open date.
  • Candidates may claim the additional credit at any time after the date that the examination is announced until 30 days after the Established List of Candidates is approved by the Director or his/her designee.
  • If the 5 additional points from the CTE preference would rank a CTE graduate above a veteran, additional points shall be applied to the CTE candidate’s passing score to rank them directly below the veteran.
  • Candidates must submit adequate documentation including high school transcript with completion of CTE Program as required by the Office of Human Resources.

Candidates will need access to a desktop computer or laptop with a webcam and internet access in order to take the written examination. Candidates will need to be able to operate computerized software proficiently and independently.
