General DefinitionAbout The PositionThis is fire paramedic work supervising through subordinate fire paramedic lieutenants the activities of fire paramedics engaged in emergency medical assistance work. Directing city-wide fire paramedic operations is of major significance to the work. Work is performed under the general supervision of a higher level officer.

Minimum RequirementsMinimum Training, Education & ExperienceThe following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Candidates must meet requirements by the date of the oral examination: September 30, 2024.
  • CIVIL SERVICE STATUS
Presently employed by the City of Philadelphia with permanent Civil Service status in the Fire Department with a performance rating of Satisfactory or higher.
AND
  • EDUCATION Completion of an intensive training program conducted by the Fire Department in advance Life Support practices and techniques, especially in the mastery of established protocol for drug therapy and cardio-pulmonary and respiratory resuscitation techniques.
AND
  • SPECIFIC EXPERIENCE Two years of current experience as a Fire Paramedic Lieutenant.
Physical & Medical RequirementsAbility to physically perform the duties and to work in the environmental conditions required of a position in this class.
Required Licenses & CertificationsPossession of certification as a Paramedic issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Fire Paramedic Captain.
Possession of a valid proper class motor vehicle operator’s license issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Fire Paramedic Captain.
Other Requirements DOCUMENTATION REQUIREMENTS Candidates claiming education points MUST submit a copy of their official transcript. The degree must have been conferred/awarded no later than the date of the oral examination: September 30, 2024.An applicant may claim the additional credit at any time after the date that the examination is announced until 30 days after the Eligible List of Candidates is established by the Director or his/her designee.

Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.
PREFERENCE FOR PHILADELPHIA RESIDENTS Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other persons receiving an identical test score. If you have maintained a bona fide residence in Philadelphia for at least one year immediately preceding September 30, 2024, you are eligible to claim residency preference.
To receive such preference, candidates must respond to the question regarding residence later in this form.
The response on this application will be used to determine eligibility for preference for residents. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements.
If an applicant does not respond to the appropriate residence question, it will be assumed that the applicant does not qualify for residence preference. Eligibility for residence preference must be determined by the date of the test administration. No requests for residence preference will be granted after the test administration.
Additional Credits On ExaminationsEffective May 21, 2018, for all Fire promotional examinations administered and eligible lists established after the issuance of the May 2018 Act 111 interest arbitration award, candidates who otherwise achieve eligibility for promotion to a higher rank and who have successfully completed a course of study in any major at an accredited college or university will have:
  • 0.5 points added to their final score if the highest degree received is an Associate’s Degree
  • 1.0 point added to their final score if the highest degree received is a Bachelor’s Degree
  • 1.5 points added to their final score if the highest degree received is a Master’s Degree
RequirementsOnly those competitors who have a passing grade in an examination shall receive additional credits to which they may be entitled. The following requirements must be satisfied for a candidate to receive additional credits for examinations:
  • The degree must have been conferred no later than September 30, 2024.
  • An applicant may claim the additional credit at any time after the date that the examination is announced until 30 days after the Published List of Candidates is approved by the Director or his/her designee. If an eligible candidate does not request additional credits or does not submit a transcript until after certifications and appointments have been made, the granting of additional credits shall have no effect on prior certifications and appointments.
  • An applicant must submit adequate documentation as required by the Office of Human Resources. Adequate documentation is a copy of your official college transcript.
Tie Breaking Procedure for Uniform Fire Promotional ExaminationsWhen Two Or More Competitors Have The Same Final Average (including Credits), And The Examination Parts Are Not Of Equal Weight, Rank Order Among The Tied Competitors Shall Be Determined By Ranking Their Names
  • First by their grades on the part of the examination which has the greatest weight,
  • Second, by their grades on the remaining weighted parts in order of decreasing weight,
  • Third, by seniority points and
  • Fourth, by computer assigned random numbers, or such other appropriate procedure as the Director may determine.
