City of Phoenix is Hiring a Contract Manager (Project Manager) - Aviation Department Near Phoenix, AZ
About This PositionApproximately 48 million passengers traveled through Phoenix Sky Harbor International Airport in 2023, one of the busiest airports in the country in the nation's 5th largest city. Sky Harbor is the largest of three airports in the Phoenix Airport System (Phoenix Sky Harbor, Deer Valley, and Goodyear airports) which is operated by the City of Phoenix Aviation Department and has an economic impact of $38 billion annually. The Aviation Department has a vacancy for a Contract Manager position within the Aviation Facilities and Services (F&S) Division, comprised of six sections. The Management Services section supports F&S' business needs through contract management, budget, inventory management, project management, and training programs. The Contract Manager is responsible for the development of the contract scope of services and/or specifications, execution, compliance oversight, and contract spend management of F&S' contracts. Additional responsibilities include supervising professional-level staff involved in a variety of contract monitoring activities, including preparation of the scope of services and/or specifications, monitoring spend authorization, contract compliance, and renewal of contracts. The Contract Manager will exercise independent judgement. They will also research, develop, and recommend new contract opportunities, which may include conducting industry benchmarking, developing the scope of services and/or specification solicitation documents, creating and collaborating with internal stakeholders to implement new services and programs. IDEAL CANDIDATE
Proficient with Microsoft Office 365.
Knowledge of public administration.
Knowledge of A.R. 3.10 or basic procurement principles.
Excellent communication and writing skills.
Strong decision-making skills and effective at problem solving and negotiating resolutions.
Ability to work between end-user and vendor community.
Ability to develop clear and effective reports and presentations to diverse audiences.
Ability to develop and maintain effective working relationships with employees, business partners, tenants, customers, and representatives of governmental agencies.
SALARY Pay Range: $69,492.80 to $131,040.00 annually. Hiring Range: $69,492.80 to $97,780.80 annually. Pay Range Explanation

Four years of responsible experience in urban development, redevelopment, business assistance, capital improvement, design and/or construction projects at a level which required supervision or participation in the planning and programming processes.
Bachelor's degree in public or business administration, urban planning, architecture, engineering, construction management, economics, or a related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
