City of Phoenix is Hiring a Contracts Specialist II - Public Transit Near Phoenix, AZ

About This PositionThe City of Phoenix Public Transit Department is the largest member of the Valley Metro regional transit system and provides a broad spectrum of transit services. These include local commuter bus services to alternative transportation solutions for individuals with disabilities and senior citizens.
The Operations Division of the Public Transit Department is looking for a Contracts Specialist II to oversee the City's fixed-route service. The department operates 39 local routes, six RAPIDS, and four Circulator routes.
Responsibilities Include
  • Overseeing the day-to-day fixed-route operations.
  • Preparing performance-related reports, creating data reports, and creating the scope of work for fixed-route.
  • Coordinating meetings with contractors, communicating with transit professionals, conducting field observations of fixed-route service, and reporting these observations.
  • Advanced-level work in writing, procuring, negotiating, executing, and administering complex professional services contracts and revenue contract solicitations for Departments citywide.
  • Some positions supervise Contracts Specialists staff or other employees performing duties related to contract procurement and administration.
Work requires the use of critical thinking skills, initiative, and professional judgment, and is performed under the general direction of the Transit Superintendent.
The selected candidate will be stationed at our North Facility near 19 th Avenue and Desert Cove Avenue.
IDEAL CANDIDATE
  • Excellent written and oral communication skills.

  • Knowledge of local, State, and Federal laws and regulation relevant to the Public Transportation Industry.
  • Knowledge of Transit Operations and/or Public Transit Industry.
Ability To
  • Correctly interpret complex laws, regulations, guidelines, agreements, and follow policies and procedures.
  • Break down complex information into comprehensive parts, ask questions, synthesize and analyze information.
  • Manage multiple projects at once and meet deadlines.
SALARY Pay Range: $63,044.80 to $97,780.80 annually.
Hiring Range: $63,044.80 to $80,454.40 annually.

Minimum Qualifications
  • Three years of experience working with governmental contracts or experience assisting a contracts administrator in contract preparation.
  • Bachelor's degree in public or business administration or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

Preferred QualificationsThe minimum qualifications listed above, plus:
Experience With
  • Federal, State, and City Procurement Regulations.
  • Developing scopes of work/specs for contracts and reviewing them for completeness.
  • Drafting, editing, formatting, and writing correspondence.
  • Developing, interpreting, analyzing reports, and preparing transit system performance documents.
  • Coordinating the renewal and extension of contracts.
  • Coordinating with different contractors and vendors.
  • Contract interpreting and applying local, State, and federal laws, rules, and regulations.
  • Working on the development of budget projections.
  • Investigating and responding to customer complaints.
  • Monitoring, observing, collecting, and analysis of field transit operations.
  • Developing cost estimates.
  • Supervising others in a professional environment.
