The Finance Department is seeking excited and motivated candidates to fill Senior Buyer vacancies in the Central Procurement Division. This department is responsible for the purchase of goods, general services, and professional services for City Departments; while the positions support citywide programs and operations by procuring and administering resulting contracts for general goods and services, professional services, and technology.
Senior Buyers are responsible for the purchase of various commodities, capital equipment and/or services.
Job Duties Include
  • Reviewing and developing procurement requests.
  • Performing product, specification, and requirements analysis.
  • Performing cost/price analysis.
  • Performing contract award and administration tasks.
  • Performing analysis of vendor and department inquiries and developing effective, viable solutions.
  • Interfacing with vendor and department officials.
  • Maintaining accurate procurement and contract records.
  • Ensuring adherence to the City Code and Administrative Regulations.
  • Completing other procurement related duties as assigned.
These positions may be eligible for hybrid teleworking options after training is complete, and is implemented at the discretion of the Department Director.
IDEAL CANDIDATE Possesses
  • Initiative and professional judgement.
  • Knowledge of local, state, and federal laws and regulations relevant to purchasing, procurement, and principles of accounting.
  • Ability to:
    • Correctly interpret complex laws, regulations, guidelines, agreements, and follow policies and procedures.
    • Break down complex information into comprehensive parts, ask questions, synthesize and analyze.
    • Manage multiple projects at once to meet deadlines.
    • Prepare clear, concise written and oral communication.
  • Strong customer-service skills with a focus on engaging both internal and external stakeholders.
  • Critical thinking skills.
SALARY Pay Range: $54,454.40 to $97,780.80 annually.
Hiring Range: $54,454.40 to $76,627.20 annually.

Minimum Qualifications
  • Two years of experience as a buyer,
  • Including one year in the area of specialization.
  • Bachelor's degree in business or public administration, engineering, science or a related field,
  • or Certification by the National Institute of Governmental Purchasers as a Professional Public Buyer.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

Preferred QualificationsThe minimum qualifications listed above, plus:
  • Prior positions with translatable skills, e.g. account manager, educator, law/paralegal, project manager.
  • SAP/SRM or e-procurement experience.
  • Public Sector Procurement experience.
  • Experience buying commodities and services.
  • Experience with contract management.
