Performs specialized, professional planning work developing the vision for city growth, land use, design, infrastructure development, preservation, equity, and promotes the best use of the city's land and resources for residential, commercial, institutional, and recreational purposes, and serves as a program leader in a functional planning area.

Union: This position is included in the American Federation of State, County and Municipal Employees, Local 2719 bargaining unit and will be filled in accordance with the provision of the Collective Bargaining Agreement.

Qualifying Requirements:

Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

  • WORK EXPERIENCE: The application must clearly show two (2) years of full-time experience in Urban Planning or a related field. (Less than full-time experience will be calculated on a pro-rated basis.)
  • EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree in Urban Planning, Public Administration or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).
  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above).  The Total Qualifying Requirement is six (6) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position.   • Conducts land use inventories and community processes in the review and evaluation of appropriate neighborhood zoning; assists in identifying and analyzing relevant zoning and land use issues.
  • Identifies opportunities for citizen participation in government decision-making process; facilitates citizen access to appropriate channels; acts as liaison to individuals, community groups, business organizations; attends community meetings and hearings.
  • Evaluates developmental proposals, zoning and land use changes for impact on neighborhoods; works with developers and groups to devise solutions.
  • Provides policy research including primary and secondary research, data collection, analysis, forecasting, geographic information system applications, benchmarking in the areas of economic development, land use, zoning, demographics, municipal services and taxation, the environment and other urban planning related topics.
  • Administers the planning and procedural aspects of the Residential Parking Permit Program (RPPP).
  • Prepares reports and presentation materials as required for the City, community organizations and the public at-large; assists in development of grant applications and capital budget.
  • Maintains records and prepares accurate reports, correspondence, etc.
  • Participates in Department task forces; may serve as specialist in functional area (e.g. parks and recreation, education, historic preservation, etc); may serve as contract manager; conducts meetings as assigned.
  • May assist in designing, coordinating, editing and/or writing copy for departmental publications, reports, flyers, correspondence, etc.
  • May direct the work of related lower-level personnel.
  • May work evenings and weekends.
  • Performs activities and functions of related position and other related tasks/duties as assigned or required.
