Position SummaryManages the day-to-day operations of the Pittsburgh Traffic Management Center (TMC) including its software, hardware, and TMC Operators. The software and applications will include but not be limited to the Advanced Transportation Management System (ATMS), video wall and its software, CCTV cameras and related software, custom applications developed for Smart Pittsburgh (SmartPGH), and other systems such as the near miss crash application. The SmartPGH project includes a significant investment from The City of Pittsburgh, Federal Highway Administration, and PennDOT. The project focuses on the implementation of technology and infrastructure to meet a set of goals and objectives developed by the Department of Mobility & Infrastructure. The TMC Supervisor is a key role in establishing the success of this major investment.

Qualifying RequirementsYour City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.
  • WORK EXPERIENCE: The application must clearly show three (3) years of full-time professional experience in traffic signal maintenance, traffic signal systems management, transportation operations, as an electrician, in communications, or in a related field. (Less than full-time experience will be calculated on a pro-rated basis.)
  • EDUCATION/TRAINING: The application must clearly show an Associate degree/vocational certification, in e lectronics/electrical, mechatronics, or e lectrical engineering. ( See NOTE under the General Application Requirements Section above regarding the verification of education/training.)
  • EQUIVALENCY: Education/training may be substituted for work experience on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above) . The Total Qualifying Requirement is five (5) years.
CIVIL SERVICE EXAMINATIONSIf you meet the qualifying requirements listed above, you will be sent a letter of admission (when applicable) for the following examination(s). You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position. POSITION DUTIES
  • Communicates and coordinates with internal and external stakeholders. Includes coordination with: City Stakeholders including but not limited to Public Safety, Innovation and Performance (I&P), I&P Contractors, and the Traffic Signal Shop. State and Regional Stakeholders includes but is not limited to Pittsburgh Regional Transit (PRT), PennDOT Regional Transportation Management Center, Western Pennsylvania Data Center, Allegheny County, and PA 511. Non-Government Organizations (NGO) such as Researchers, and Private Sector Companies such as Original Equipment Manufacturers (OEM) and Tier 1 Suppliers.
  • Manages traffic operations for signals integrated into the TMC by monitoring the information and data provided by the system in order to achieve the City’s goals and objectives.
  • Implements or directs the implementation of standard operating procedures (SOP’s) in response to events such as equipment or communications failures, traffic incidents, roadway construction, weather, or sudden surges in traffic.
  • Works closely with Traffic Engineers to determine needs for new SOP’s and suggest refinements to SOP’s by providing feedback and information on SOP Implementation Outcomes.
  • Integrates or directs the integration of new traffic signals, CCTV cameras, or other ITS equipment into the TMC software and hardware. TMC software will include but not be limited to the Advanced Transportation Management System (ATMS), video wall and its software, CCTV cameras and related software, custom applications developed for Smart Pittsburgh (SmartPGH), and other systems such as the near miss crash application.
  • Programs traffic signal timing plans and patterns, either based on predetermined plans or in response to traffic anomalies.
  • Maintains ongoing coordination/communication with internal and external stakeholders.
  • Coordinates closely with the Traffic Signal Shop and I&P Network Operators/Maintainers to request service for traffic equipment or communications needs.
  • Directs the repair of fiber or radio communication malfunctions.
  • Directs Traffic Signal Shop to complete traffic signal repairs through phone, email, or Cartegraph, a GIS-based Asset Management System.
  • Supervises Traffic Management Center Operators.
  • Attends meetings as assigned, including but not limited to staff meetings.
