Description

Accountant
Provide professional and technical accounting/finance work to meet the division’s objectives of providing exceptional service to internal and external parties, preparing/reporting complete, accurate and timely financial information, and increasing efficiency and effectiveness through process improvement and documentation.

Essential Functions

General

  • Perform financial accounting and reporting in accordance with GAAP and GASB.
  • Responsible for high level accounting work, reports and analysis for high level accounting work, reports, and analysis.
  • Review general ledger for errors and budgetary control.
  • Perform monthly/quarterly reconciliations of general ledger accounts.
  • Provide research and assistance as necessary to finance staff and other departments.
  • Collaborate with team in the development, implementation and evaluation of accounting controls, processes and guidelines.
Cash and Investments
  • Record investment transactions.
  • Allocate investment income to all funds.
  • Perform bank reconciliation.
Capital Assets/Projects
  • Track escrow/LOC.
  • Capitalize assets in financial system.
  • Assign project numbers.
  • Track contracts and retainage.
  • Maintain lease and SBITA schedules.
  • Record depreciation.
  • Maintain asset audit schedules and related funding sources.
  • Perform funding source and budgeted transfers.
HRA/TIF
  • Serve as primary finance contact for the Housing and Redevelopment Authority (HRA) and responsible for all financial guidance, recommendations, and support within this area including Single Audit and REAC filings.
  • Support the tax increment financing (TIF) activity and work closely with the city’s fiscal agent to ensure accurate reporting.
Grants
  • Oversee all grant activity of the city; work closely with departments to ensure accuracy of financial data, make determinations on appropriate uses of funds, and complete related accounting and financial reporting ensuring compliance with grant agencies.
Transit
  • Serve as primary finance contact for the transit division and responsible for all financial guidance, recommendations, and support within this area.
Other
  • Assist in the preparation of surveys, data requests, and other annual reports as necessary.
  • Aid in the analysis of fees and charges.
  • Assist in the preparation of audit-related work papers and the city’s Annual Comprehensive Financial Report (ACFR).
  • Manage users for purchasing card program.
  • Assist with system upgrades and implementations.
  • Participate in citywide training as well as external professional development.
  • Perform other duties and responsibilities as apparent or assigned.

Qualifications

Minimum Qualifications

  • Bachelor’s degree in accounting or equivalent combination of education and relevant experience
  • A minimum of two years of progressively responsible accounting experience
  • Knowledge of generally accepted accounting principles (GAAP) and Governmental Accounting Standards Board (GASB) standards
  • Demonstrated conduct/performance that supports and advances the City of Plymouth’s mission and guiding values
  • Proficient in computer programs including Microsoft Suite of applications, as well as experience with automated and computerized accounting systems
  • Effective oral and written communication skills
  • Ability to work independently on assignments and projects through completion
  • Ability to manage multiple tasks, meet deadlines, and work effectively under pressure, completing work in a timely and accurate manner
  • Effective problem-solving skills
  • Ability to assists manager with financial analysis, review, and interpretation of regulations
Desired Qualifications
  • A minimum of one year of government accounting experience which may include private sector experience related to public sector organizations or GFOA/GASB education
  • Two years of audit experience
  • One year of ACFR preparation experience
  • Certified Public Accountant (CPA)

PHYSICAL REQUIREMENTS
Very frequent (often required to perform the job): sitting or standing, stationary desk or bench work with neck bent forward, handling objects (grasping, turning or otherwise using hands or hand), repetitive hand motion (typing, using computer)
The employee must be able to lift/carry items from 0 – 5 pounds from 0 – 6 feet. Employee must be able to lift items such as files, binders, and office equipment
