REPORTS TO: CITY MANAGER
SHIFT: FULL-TIME, REGULAR
SALARY: SALARY RANGE: $ 58,427.00 - $102,248.00 DOE
GENERAL DESCRIPTION:
Under general direction from City Manager, Director of Public Works is responsible for the management of personnel, budget/finances, and equipment and the development and implementation of programs, policies and procedures related to the operation and supervision of the City of Portales Public Works Departments which area the following: Water, Wastewater, and Sanitation Collection and Disposal. Using asset management principles and practices, is responsible for City infrastructure, enterprise utilities. Internal services programs for the Public Works departments in the areas of fleet, purchasing, Utility Billing and Geographic Information Systems. Work involves significant community engagement and public involvement with elected officials, other policy makers, and residents. Engages and collaborates with local, state, and federal agencies. Serves as a member of the City’s senior management team, collaborates with the Executive Department, City Council and other City departments on strategy and policy to ensure that the City’s mission and core values are incorporated into operational activities and services.
TASKS AND RESPONSIBILITIES:
Although the following are typical of the tasks and responsibilities routinely performed, additional duties and/or responsibilities requiring comparable or lesser skills, knowledge, or dexterity may be assigned. The primary responsibilities shall be regulated by the City Manager and are not listed in any order of primary job function.
Develop long-range proposals which go beyond basic procedural and maintenance matters and include long and short range plans for converting excising systems over to save space, time and labor and improve services, cutting costs, and trying new procedures, systems and techniques that provide better service to the public while protecting the environment and conserving vital resources. Incumbent will also initiate and/or participate in meetings with City Manager and the public works council committee as appropriate to present and discuss various planning proposal, as well as assistance on all citywide planning matters and projects related to water, wastewater, and sanitation collection and disposal services. May expect to have extensive contact with businesses, City Engineers, professional and community representatives. Contact may be of individual nature, or may involve participation in committee, meetings, conferences and seminars. Generally, the purpose of such contacts will be to clarify the policies, procedures and programs developed by the department and to obtain information that is beneficial in the modification of excising policies, procedures and programs and/or in the development of new ones.
SPECIFIC RESPONSIBILITIES
  1. Plans and organizes operations of divisions of the department.
  2. Supervises day to day operations of divisions.
  3. Coordinates division operations to maximize efficiency of personnel and equipment.
  4. Plans for long range public works projects.
  5. Meets with City Council Public Works Committee regularly, receives direction and provides input to decision making process.
  6. Assists divisions in preparation and presentation of annual budgets to City Manager and City Finance Committee.
  7. Regularly monitors expenditures of divisions, approves purchase orders, and controls expenditures within authorized budget.
  8. Coordinates public works activities with County, State and Federal governments which affect public works operations.
  9. Works with City consulting engineer in planning, design and construction of public works infrastructure improvements.
  10. Plans, organizes, directs and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; makes decisions on compensation and other rewards to recognize performance; takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with City’s personnel rules and policies.
  11. Provides leadership and works with department staff to develop and retain highly competent, customer service-oriented staff through selection, compensation, training and day-to-day management practices which support the City’s mission and values.
  12. Assist in development of specifications and bid documents for a variety of public works and public utilities-related designs, construction and maintenance projects; recommends contract awards, negotiates contract provisions and coordinates, reviews and approves contractor’s performance.
  13. Assist in review and evaluation of subdivision plats and development plans in City and within City extra-territorial jurisdiction.
  14. Coordinates with City Clerk the operation of the Utility Billing department involving direction of meter readers and billing clerks.
  15. Performs other duties as assigned by the City Manager.
KNOWLEDGE, EXPERIENCE, AND SKILLS:
  1. Five years of progressively responsible related experience in a city or government entity and supervision of employees; a Bachelor’s degree in Business Administration, Business Management or Civil Engineering, preferred. Additional education or experience may be substituted for either requirement.
  2. Ability to plan, organize and supervise activities and employees of a diverse geographic and process operation.
  3. Experience in Grant Writing for Water, Wastewater, and Solid Waste.
  4. Knowledge of public works operations including water treatment, wastewater treatment and disposal, street construction and maintenance, storm water control, maintenance and repair of heavy equipment and vehicles, sanitation collection and disposal systems. Basic knowledge of construction engineering and planning.
  5. Knowledge of and experience with OSHA laws and regulations.
  6. Good oral and written communication skills.
  7. Working knowledge of computer; word processing, spread sheets and database programs.
  8. Experience as manager or supervisor of 40 plus employees in complex operations.
  9. Knowledge in municipal public works such as planning, design, maintenance, and construction.
  10. Knowledge in municipal solid waste landfill planning, design, maintenance, and construction.
  11. Knowledge of the principles of budget preparation and expenditure control.
  12. Knowledge in applicable Federal, State, and local laws and regulations pertaining to public works and solid waste functions.
  13. Knowledge of the Principles of Effective Management Skills.
  14. Ability to analyze, evaluate, and implement municipal public works and solid waste programs/projects.
  15. Strong communication skills.
  16. Knowledge of safe work practices.
  17. Ability to plan, organize and direct the work of public works and landfill personnel.
  18. Ability to analyze organizational and administrative problems, recommend alternative courses of action, and provide leadership to others in implementing such actions.
  19. Ability to create and implement clear and comprehensive written reports.
  20. Maintain strong relationships with the city officials, employees, contractors, the general public, and representatives of other agencies.
  21. Experience in evaluating and training staff.
  22. Must possess or obtain a valid New Mexico Drivers license within 30 days of hire.
SPECIAL JOB CONDITIONS:
Attendance of regular and or special meetings of the City Council as determined by The City Manager. Overnight travel may be required for training purposes.
PRE-EMPLOYMENT REQUIREMENTS:
1. Must pass a background investigation including work history, criminal records, driving records and other records deemed necessary.
WORK SCHEDULE:
Exempt position, not subject to overtime pay, hours corresponding with Public Works hours. May frequently be required to attend night meetings, and subject to call out in emergency situations, nights and weekends.
