Job Description The City of Raleigh Public Utilities Department, now also known as Raleigh Water, provides water and sanitary sewer services to roughly 198,000 metered customers and a service population of about 600,000 people in Raleigh, Garner, Wake Forest, Rolesville, Knightdale, Wendell and Zebulon areas. The
Administrative Specialist position functions as the primary clerical staff member serving the Sewer Maintenance Division which houses roughly one-hundred and twenty-five full time employees tasked with the operation and maintenance of the City of Raleigh sanitary sewer system. Staff assigned to this role assist with processing personnel actions, personnel records management, filing accident/injury reports, general data entry, coordinating mail and other correspondence, typing documents of varying complexity, maintaining and updating spreadsheets, ordering and maintaining supplies, and various levels of customer support both internal and external to the Division.
Scheduled working hours are Monday to Friday, 7:30 AM to 4:00PM. This position will report to the Lake Woodard Field Operations Annex, located at 3324 Lake Woodard Dr, Raleigh, NC 27604.

Duties and Responsibilities - Provides administrative support to 125 full time employees.
- Work under the direct guidance and oversight of the Division's Utilities Coordinator in fulfillment of administrative duties. This position reports directly to an Assistant Division Manager.
- Assists with coordination between the Sewer Maintenance Division and the City of Raleigh Human Resources Department.
- Processes Peoplesoft related transactions including procurement card transactions, vouchers, travel authorizations, expense reports, etc.
- Provides support and coordination for meetings, special events, and work-related travel.
- Procures and receipts goods and services for the Division.
- Processes personnel action forms related to new hires, promotions, demotions, transfers, terminations, disciplinary actions, worker's compensation,
- Assists the Division's utilities Coordinator with disseminating pertinent Departmental administrative information regarding requirements and updated processes/procedures.
- Assists with creation of vacant position advertisements, scheduling job interviews, submittal of candidate selections, and other functions related to the hiring process.
- Manages electronic personnel files.
- Assists with facilitation of annual Division budget preparation and regular oversight of finalized budget throughout the fiscal year.
- Tracks and maintains budget reports and reviews operating expenses.
- Reviews and approves monthly expenses.
- Researches and solves account and purchasing issues.
- Performs other duties of a similar nature and level as assigned.
- Will be required to attend off site meetings and assignments at various Raleigh Water or City of Raleigh owned facilities.
Typical Qualifications Education and Experience High School Diploma or GED and four years of related clerical and/or office support experience

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Licensing/Certifications Depending on assignment, some positions may require:

ADA and Other Requirements Positions in this class typically require: reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, seeing and repetitive motions.
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.
Working Conditions: Work is routinely performed in an indoor, office environment.
