Job Description
The Housing Inspector I completes inspection and/or enforcement activities for the City's Community Development and Housing program, performing less complex inspections of new and existing buildings and structures to ensure conformance with housing codes, building codes, and public nuisance and zoning codes pertaining to vehicles. Inspections ensure that minimum standards are met on properties overseen, wherein work includes property ownership research, initiating and updating enforcement cases, and conferring with property owners and contractors.
Duties and Responsibilities

  • Inspects new and existing building structures to ensure conformance with minimum housing and building codes, public nuisance and zoning codes pertaining to vehicles, and interprets state codes and city ordinances to determine compliance. Verifies that minimum standards of health, safety and environmental welfare for the general public are adhered to and issues violation notices for non-compliance
  • Performs property and ownership research related to code enforcement cases; establishes contact with property owners and/or professional organizations and other representatives of properties
  • Gathers information and compiles periodic inspection reports; facilitates hearings; establishes timelines for corrective actions; confers with property owners, contractors, property managers, attorneys and governmental agencies regarding code-related actions
  • Prepares, updates and maintains code enforcement case files; organizes and maintains electronic and paper files and related documentation
  • Attends community and government agency meetings regarding housing public nuisance codes and code enforcement actions; provides citizens with information related to established processes; provides referral information as to the applicable division handling specific cases
  • Administers civil citations for non-compliance issues; attends and provides testimony related to civil and criminal court proceedings, as needed. Identifies, develops, implement and maintains processes and practices that encourage, support and promote effective, comprehensive and meaningful citizen engagement
  • Supports property and structure inspections and makes damage assessments resulting from weather events; evaluates and identifies safety issues and repair needs
Typical Qualifications

Education and Experience:
High School Diploma or GED and two years of experience related to regulatory customer service and/or enforcement
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation
Licensing/Certifications
  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
  • State of North Carolina Level I Building Inspector Certification, or ability to obtain the State of North Carolina Level I Building Certification within two (2) years of hire

ADA and Other Requirements:
Positions in this class typically require: standing, walking, fingering, talking, hearing, seeing and repetitive motions.
Light Work:
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.
Working Conditions:
Work is routinely performed in an indoor, office environment.
