Job Description
This position performs supervisory oversight over the work of other employees in all four building trades (building, electrical, plumbing and mechanical). Inspects building construction at a Level III standard within the City Limits and Extraterritorial Planning Jurisdiction (ETJ) to ensure the work is in compliance with the North Carolina State building codes and Local ordinances.
FULL SALARY RANGE: $59,673.72 – $89,510.58
HIRING RANGE: expected up to $74,592.15, depending on experience and certifications.

Job Duties
Work involves inspections of residential and commercial structures within the City Limits and ETJ. The employee manages and supervises the work of the building inspections and code enforcement division reporting directly to the Director of Planning and Community Development; oversees the most technical building inspection and plans examining work in the enforcement of building, mechanical, plumbing, electrical, and related codes and regulations governing the construction, alteration, repair and use of buildings and structures. Work involves inspecting existing buildings and premises for change of use, occupancy, or compliance with applicable codes and ordinances. The employee is responsible for examining plans for new construction, remodeling for both commercial and residential construction in the City; researches new construction materials and methods; and provides information to and works with the public to resolve problems. Work involves contact and coordination with architects and engineers for large construction sites to solve problems the codes do not exactly address. Maintains records of inspections and prepares necessary reports. Oversees and conducts minimum housing and non-residential maintenance Code inspections and enforcement processes. Enforces other City ordinances as assigned by the Director of Planning and Community Development. Oversees and assists in the maintenance of City facilities as assigned. Assists in departmental customer service as assigned. All other duties as assigned. Some judgment is required as to when and how established procedures or guidelines are to be applied.
Required Qualifications
The employee must possess:
- Level II Standard Certification in building, electrical, plumbing, and mechanical trades for North Carolina, with eligibility for probationary Level IIIs within 18 months of hire
- Level III Standard Certificate in building, electrical, plumbing, and mechanical trades for North Carolina – strongly desired.
- Valid North Carolina Driver’s license.
- Pre-employment substance screening required. EOE
Preferred Qualifications
Associate degree with specialized training in construction program, building trades, code enforcement, or related field preferred.
Significant work experience in construction fields, or an equivalent combination of education and experience.

Physical Demands
Work in this class is described as moderately strenuous exerting 20 to 50 pounds of force occasionally, and/or 10 to 25 pounds of force frequently and/or 10 pounds of force constantly to move objects and may occasionally require some physical exertion to complete tasks.
An employee must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, walking, standing, pushing, pulling, fingering, grasping, feeling, talking, hearing, and repetitive motions. An employee must possess the visual acuity to be the operator of trucks, forklifts, cranes and other equipment. The employee is subject to both environmental conditions inside and outside.
