Description

The City of Richmond Department of Finance is seeking a qualified candidate for the position of Assistant Controller. This vital role involves overseeing multiple finance and accounting functions within the department. As a second-level supervisor, the Assistant Controller will play a key part in making interpretive decisions to achieve the goals established by City policy and the department director, leveraging available technology and resources.
The selected candidate will manage daily operations and direct workflow, ensuring smooth and efficient processes. Additionally, the Assistant Controller will conduct and participate in departmental staff meetings, as well as meetings with other city departments, leadership, and citizens. The successful candidate will be responsible for reviewing, preparing, and submitting various reports, representing the City on fiscal policy and regulatory matters, and developing, implementing, and monitoring policies and procedures. This role also includes overseeing correspondence, managing budgets, approving expenditures, and handling personnel management. The Assistant Controller will supervise a diverse team of management, professional, paraprofessional, and support staff. This includes conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures. This position requires a strong leader with excellent organizational skills and a comprehensive understanding of financial operations and regulations.


This position is Unclassified and serves at the will of the appointing authority.

Duties include but are not limited to

  • Manages and directs most aspects/functions related to financial and accounting management
  • Provides leadership of staff
  • Provides assistance to senior financial managers
  • Formulates, proposes, and maintains internal controls and policies that comply with legislation, City policy, and established best practices
  • Assists in preparing and finalizing financial statements that are in compliance with guidelines and requirements
  • Formulates and prepares budgets or forecasts
  • Develops reports
  • Maintains internal controls
  • Oversees or performs audits of accounting information to identify and reconcile inaccuracies or imbalances

Qualifications, Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:
  • Bachelor's degree in business administration, finance, accounting or related field
  • Six years of professional accounting experience
  • Three years of supervisory experience
  • Experience preparing a Annual Comprehensive Financial Report (ACFR)
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED TRAINING AND EXPERIENCE:
  • Master's degree in a related field is preferred
LICENSING, CERTIFICATIONS, and OTHER SPECIAL REQUIREMENTS:
  • Certified Professional Accountant (CPA) designation is preferred.
