The City of Richmond Department of Public Utilities – Customer Service Division is seeking a qualified candidate to fill the Gas and Water Field Superintendentposition. The selected candidate will supervise Gas and Water Field Operations staff and their supervisors.
This is an essential position, which requires the selected candidate to report to work for emergency and on-call duty in response to inclement weather/natural disaster.
This position requires working overtime, including weekends, nights and holidays as necessary.
KNOWLEDGE, SKILLS AND ABILITIES
Considerable knowledge of Gas/Water meter maintenance and repair; electronic meter reading technology (e.g. FC300 Field Collection System); pipe fitting and plumbing; GIS maps, Service Suite; Advantex; and appropriate safety/OSHA rules and procedures, particularly those concerning gas. Knowledge of DOT CFR 49 Section 192 (Operator Qualifications, standard Operating Procedures and Abnormal Operating Conditions, State of Virginia Plumbing Code, AWWA regulations pertaining to Lead Water Lines, National Gas Association best practices and Human Resources practices (e.g. hiring and progressive discipline). Demonstrated skill in oral and written communication; using hand tools such as shovels and wrenches; using gas detection equipment (combustible gas indicator); and pre-trip vehicle inspections. Demonstrated ability to identify hazardous situations; follow standard operating and safety procedures; and ability to multi-task and train others.

ENVIRONMENTAL HAZARDS: Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.
PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; frequently reach and finger; and occasionally climb, balance, stoop, kneel, crouch, crawl, reach, stand, push, pull, lift, walk, grasp, and feel. The working conditions may not include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
