Description

The City of Richmond Department of Social Services is seeking a highly qualified candidate for the unclassified position of Program & Operations Manager -to provide advanced support to the Department Deputy Director, Senior of the Economic Support & Independence division of the Richmond Department of Social Services, making recommendations for improved operations/efficiencies, and ensuring the implementation of operational changes.
**This is an unclassified position. Therefore, the successful candidate will serve at the will of the Appointing Authority.**
Duties include but are not limited to

  • Assist the Deputy Director in planning, performance-monitoring, interfacing with State Department of Social Services officials and managers, strategies to improve efficiencies, customer service, and timeliness.
  • Assemble information re: respective program areas, provide reports, and represent the Deputy Director at meetings, briefings, etc., as needed.
  • Oversees the daily operations, directs work flow, and develops scheduling for assigned areas of responsibility.
  • Develops initiatives aimed at employee engagement and employee morale.
  • Conducts, attends and/or participates in departmental staff meetings, meetings with other City Departments, meetings with City Management, and meetings with civic and citizen groups and associations.
  • Prepares and submits routine and special technical and statistical reports to City Management for assigned areas of responsibility.
  • Handles correspondence and interfaces directly with citizens, customers, clients, vendors and staff regarding complaints, issues and concerns for the assigned areas of responsibility.
  • Manages budget and approves expenditures for assigned areas of responsibility.
  • Analyzes business processes and policies to better manage and increase effectiveness and efficiency of services and reporting.
  • Collects and analyzes performance data to identify potential process improvements.
  • Oversees the development of Corrective Action Plans.
  • Collaborates with Executive Management to develop and implement strategic plans that are in alignment with the mission and vision of the organization and addresses organizational priorities.
**City of Richmond Department of Social Services employees are considered essential personnel may be required to work during inclement weather and times of declared emergencies.**
Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge in computer programs such as Microsoft Office Suite; data analysis; data management; electronic databases and related software applications; Federal regulations pertaining to assigned area; Federal, state, and local laws and legal procedures related to focus area; processes and procedures related to the assigned area; City guidelines and standards and in-depth knowledge in area of focus.
Demonstrated skills in communicating and coordinating with various internal and external departments; creating and implementing policies and procedures; gathering and interpreting data routinely; interpreting and applying federal regulations for programs; managing contracts, projects, data, reports, etc.; overseeing the daily accounting and procurement functions; overseeing the financial and operational aspects of programs of focus; supervising, including conducting performance evaluations, mentoring, etc.; conducting, attending, and participating in various meetings; providing input as needed; and reviewing, preparing, and submitting reports.
Demonstrated ability to adapt; think critically; grasp overall objectives and determine steps to achieve the objectives; organize; problem solve; and evaluate and analyze data.
MINIMUM TRAINING AND EXPERIENCE:
  • Bachelor's degree in business, accounting, finance or public administration or field related to assignment
  • Six years of journey-level professional experience in area related to assignment
  • Two years of supervisory experience
  • A Master's degree in Business or Public Administration or field directly related to assignment is preferred
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
LICENSING, CERTIFICATIONS and OTHER SPECIAL REQUIREMENTS:
  • Some positions may require a FMP (Facilities Management Professional) designation.
  • Some positions may require a CFM (Certified Facility Manager) certification or the ability to attain a CFM certification within 12 months of appointment.
PREFERRED QUALIFICATIONS:
  • Four (4) years or more of experience managing staff or leading a team
  • Skilled in interpreting, advising, explaining and applying pertinent laws, rules, regulations, policies and guidelines
  • Skilled in problem-solving, conflict resolution and decision making
  • Skilled in effectively using current office word processing, spreadsheet, database and email software programs
  • Skilled in policy development
  • Organizational and analytical skills
  • Written and oral communication skills.
  • Bachelor's or Master's degree in Human Services.
  • Considerable knowledge in public assistance benefit programs.
