City of River Falls is Hiring an Account Specialist Near River Falls, WI

The Account Specialist performs intermediate level accounting, recordkeeping, reconciliations, and clerical tasks related to keeping financial accounts and records, including payroll, accounts payable, accounts receivable, cash receipts, and fixed asset records. Provides support to staff, management, the City Council, and outside agencies regarding non-complex questions for payroll, accounts payable, accounts receivable, and cash receipts.

ESSENTIAL FUNCTIONS

  • Reconcile accounts and perform analytical review to ensure accuracy of financial data.
  • Prepare billings and related correspondence for accounts receivables and payables in both governmental and municipal utilities functions.
  • Process sales tax payments, State debt collections, and uncollectible dispositions in accordance with City policies and State statutes.
  • Responsible for payroll processing in accordance with City of River Falls policies and state and federal guidelines.
  • Maintain updated payroll processing manual and other how-to guides for day-to-day processing.
  • File required bi-weekly, monthly, quarterly, and annual payroll reports and reconcile W-2 information for accuracy. 
  • Assist with monitoring and maintaining the City’s banking and investment accounts.
  • Complete monthly bank reconciliation.
  • Work closely with both Finance and Human Resources departments in updating, creating, and documenting payroll procedures.
  • Process special reports for accounts payable, accounts receivable, and payroll as requested by management, Council, and boards or commissions.
  • Function as a Munis subject matter expert for payroll, general user questions and basic technical issues.
  • Work with staff in both Finance and Human Resources departments to keep up to date on all facets of payroll including Federal, State and local rules, regulations and laws.
  • Assist in the preparation of annual financial audit work and filings such as the PSC annual report, Form C, and related reports.
  • Assist with handling billing issues and/or concerns.
  • Gather data and prepares various financial, statistical, and required legal reports.
  • Reconcile cash drawer and completes deposits at the City’s financial institution.
  • Audit invoices against purchase orders; verify encumbrances; research discrepancies, and post to the proper account.
  • Post and maintain records of expenditures and accounts according to established account classifications; prepare fiscal data for use in budget preparation.
  • Open and process mail from vendors containing invoices, statements, and other correspondence.
  • Assist in the purchasing of supplies, materials, and equipment.

KNOWLEDGE, SKILLS AND ABILITIES

  • Strong communication skills.
  • Demonstrated ability to adapt to changing situations and work demands.
  • Demonstrated ability to learn new concepts and work tasks.
  • Knowledge of City and department operations, policies, and procedures.
  • Basic knowledge of generally accepted accounting principles.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook).
  • Proficiency with computerized accounting system including report writing.

QUALIFICATIONS EDUCATION/EXPERIENCE

Minimum

  • Two-year degree in accounting, business, or related major and Two years of related experience or a combination of education and experience.

Preferred

  • Four years of related work experience, preferably in a municipal setting.
  • Experience with Financial Enterprise Resource Systems (ERP).
