City of Saint Paul is Hiring a Public Works Technician II - Street Engineering, Traffic Maintenance, and Right of Way Near Saint Paul, MN


The City of Saint Paul's Department of Public Works has five vacant Public Works Technician II positions in the Right of Way Management Office, Traffic Engineering Division, and in the Street Engineering and Construction Division. 

These positions perform responsible engineering technician work inspecting, investigating, drafting, administering, and designing public works projects. Collects, organizes, and analyzes data. Conducts surveys and writes reports. Operates and maintains land survey instruments. Maintains GIS data base and maps. Performs other related duties and responsibilities as required.

Street Construction & Design Division: 
Street Construction Inspection
This position is located at 900 City Hall Annex. Typical work hours are 6:30/7:00am to 3:00/3:30pm, Monday through Friday, with occasional overtime during the summer months.
 
Typical duties include:
  • Performs inspection work related to Public Works construction projects with city, state, and federal regulations.
  • Inspects the day-to-day operations of the contractor and documents the work done by the contractor including: Excavation, concrete, grading and base, paving, sewer systems, erosion control.
  • Measures work performed by the contractor and compile information for payments, mapping and record keeping.
  • Reviews construction plans and making field modifications as needed.
  • Provides public information and coordination with businesses, residents, and the public
Traffic Engineering:
This position is located at 800 City Hall Annex as well as remote work with flexible hours and is responsible for the design, inspection, and ongoing management of city traffic infrastructure.
 
Typical duties include:
  • Produces AutoCAD construction plans for and designs new traffic signal and street lighting systems.
  • Inspects traffic signal and street lighting construction projects.
  • Coordinates design work with other divisions and third parties.
  • Reviews third party plans utility plans for maintenance of existing facilities.
  • Assists with other traffic engineering design work as necessary, such as record maintenance and some geometric design.
Right of Way (ROW) Management Office:
This position is located at 899 Dale Street and is responsible for issuing permits, providing field inspection of those permits from 7:30am to 4:00pm Monday through Friday.
 Typical duties include:
  • Creates and maintains excavation and obstruction permits, organizes and coordinates permits in their assigned permitting areas of the city. 
  • Collects payments for permit related billings and daily cash book summary records.
  • Prepares obstruction and excavation permit costs for permittees. 
  • Works with all permitting needs which may include special events, no parking signs, field response to right of way complaints, customer lobby interactions and other duties as assigned.
  • Performs permitted field site inspections and monitoring of associated traffic control and any other contractor interactions.

Twenty semester credits in courses acceptable toward an undergraduate degree in Civil Engineering as offered by the U of M or equivalent; and two years of experience as a PW Technician I or equivalent.

Additional years of qualifying experience may be substituted for up to ten education credits. One year of experience equals 3 1/3 education credits.

Open Job Posting: This posting is open to anyone who meets the position requirements.
Eligible Lists Created from Open Job Posting: You must receive a score of 75% or higher to pass the assessment and be considered for the position. Non-promotion eligible lists typically are pass/fail and promotion eligible lists are typically ranked. If the open eligible list created contains a veteran, one open list will exist. When there are no veterans remaining on the eligible list (i.e. hired, withdrawn) from an open list that also contains promotional candidates, two lists will be created: one open list and one promotion list. If two lists exist, the promotion list must be exhausted before the open list is considered.
Final Selection Process: Those who pass will be placed on an eligible list for approximately six months and all will be notified of their status. A Hiring Manager will consider those applicants eligible for hire. You will be notified if you are invited to participate in the final selection process which may include an interview, job simulation, work sample submission, or other evaluation method.
