City of Salem is Hiring a Community Safety Outreach Program Manager - Limited Duration Near Salem, OR

This is a Limited Duration opportunity that is intended to last for 18 months from the date of hire. 
Make an impact: 
A recent independent assessment of gun violence in Salem, Oregon identified a need for a proactive and collaborative approach to combat violent crime. An increase in shootings and a longer-term upward trend of violence has impacted the Salem area. For law enforcement and community members, there is no higher priority than the protection of life and physical safety within our community.
In early 2024, the City convened a broader, collective discussion on how the community, can and should respond was initiated. The result was a countywide commitment from government officials and a myriad of community-based partners to work together with a focus on what matters—the community's safety. The outcome of these facilitated community conversations, at the end of 2024, will be a strategy and plan of action to reduce community violence in Salem.

What you will do:
The Program Manager, housed in the City Manager’s Office and working closely with Community Services and Police Departments, will assist in the implementation of a comprehensive approach to gun violence intervention and prevention, known as the Community Violence Reduction Initiative (CVRI). This position will be responsible for the day-to-day administrative functions of the initiative as well as supporting those involved in the community and law enforcement efforts.
The Program Manager is responsible for the overall coordination and development of external programs, in cooperation with community-based organizations, focused on gun violence intervention and prevention. This position is responsible for and facilitates the implementation of the program in alignment with the evidence-based practice models. The Program Manager is also responsible for building and sustaining ongoing relationships with community-based groups, residents, elected officials, and law enforcement; providing information to engage community stakeholders in the community violence reduction initiative, the vision, services, and programs; identifying resources, collaborative efforts, and assisting community mobilization efforts around the issue of violence in order to help facilitate change. The program manager may also be responsible for locating and writing grant applications to support the work of the CVRI.
The Program Manager will also work collaboratively with community organizations to ensure the adequate training and supervision for violence prevention workers and intensive case managers within the respective evidenced-based models implemented.
 
Additional information on job responsibilities:
  • Provide leadership and direction for the program, and build and maintain relationships to support the ongoing initiative.
  • Plan, coordinate, and manage program operations through effective administration and management of schedules, budget, communication, compliance, and reporting.
  • Serve as consultant or technical advisor and work with other divisions, departments, agencies, and/or organizations to coordinate, promote, and implement assigned program.
  • Prepare various professional level documents and materials.
  • Prepare and deliver presentations and communications to internal and external groups of various sizes.
  • Review and compile amendments or proposed revisions to legislation or regulations, and make recommendations for impact on delivery of program.
  • Propose and manage program resources, assist with the development of a budget and monitoring, contract administration, and other program financial records.
  • Conduct independent research, outreach campaigns, or other activities for assigned program.
  • Develop metrics, assess results, and report progress; incorporating best practices and recommendations into the strategy.
  • Analyze and develop business solutions, technical recommendations, testing, and project execution in support of the program initiatives, goals, and strategies.
  • Respond, refer, and resolve customer or public inquiries.
  • Represent the initiative or the City in meetings with other departments, agencies, our community, or other groups.

  • Position schedule is Monday through Friday, between the hours of 8:00 a.m. to 5:00 p.m.

What are the minimum qualifications? 
  • Must pass the pre-employment background check.
  • Must have an Oregon Driver license and a driving record that meets the City of Salem's driving standards.
  • Bachelor's degree from an accredited college or university in business administration, urban and regional planning, public policy, communications, economics, or a related field, and five years of experience in a related field, or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.

Preferred Qualifications: 
  • Public sector or local government experience setting desired.
  • Depending on the area of assignment, certifications or licenses may be required or preferred.
What you will bring along: 
  • Experience with community-centered engagement and/or community organizing;
  • Demonstrated experience preparing and delivering presentations in a variety of settings, navigating political situations, and maintaining relationships with vested community interests in a government-sponsored, community-based initiative;
  • Experience using data analysis and best practice research to inform or adjust execution in support of the program initiatives, goals, and strategies;
  • Researching and applying for grants and other types of supplemental funding sources (or something similar.)
