City of Salinas is Hiring an Engineering Aide I-II Near Salinas, CA

The City of Salinas is accepting applications for Engineering Aide I-II. The vacancy will be filled at either level I or II depending on candidate qualifications. The eligibility list established from this recruitment process may be utilized to fill current and future vacancies.
Level I: $4,119-$5,258 
Level II: $4,542-$5,796 
SPECIAL INSTRUCTIONS: All applicants must provide proof of the required education at the time of application or submit to the Human Resources Department by the filing date. Applications are incomplete without the required documents and will be disqualified.
Summary of Duties: Under direct supervision, the Engineering Aide I provides paraprofessional office and field engineering work. Participates in traffic studies, collects data, and prepares engineering designs. Provides clerical and logistical support for the department.
Distinguishing CharacteristicsThis is an entry level job in the engineering series of the Public Works department. This position has limited experience and performs general engineering tasks with set procedures, policies, and protocols. This position may advance to the Engineering Aide II level with the required experience and satisfactory job performance. 
Supervision Received and Exercised: Receives general, technical and functional supervision from higher-level engineering personnel.
1. Plans, develops, and implements communication strategies to keep the public informed of community meetings and other gatherings; sets, maintains, and manages timetables for meetings and ensures proper space reservations; coordinates audiovisuals, manages event budget, provides onsite management, and develops agendas with guidance
2. Assists with preparation of Plans Specifications and engineer estimates. Coordinates with utility companies and other outside agencies. Assists with documentation for projects under construction
3. Assists with the procurement of bids and coordination of documents. 
4. Ensures the effective dissemination of information to appropriate staff and the public; coordinates and participates in the development of webpages for engineering, traffic and transportation projects, meetings, and programs 
5. Collaborates with other staff to stay current with social media platforms; researches and analyzes news regarding traffic and transportation and recommends actions for appropriate staff
6. Conducts traffic data collection, research, compilation, and dissemination; gathers vehicle collision reports, takes field measurements, analyzes data collected from traffic studies and discusses with staff
7. Locates, duplicates, and prepares diagrams and minor design layouts using AutoCAD and other software; conducts intersection sight distance studies; creates, drafts, and reviews temporary traffic control plans
8. Processes and assists with various transportation permits; coordinates the permitting and requirements needed for oversized loads and other annual or single trip transport needs
9. Manages various in-process applications and effectively tracks the status of requests on a database; responds and answers public inquiries regarding traffic programs and policies
10. Drafts reports and other documents for the Traffic and Transportation Commission and City Council; prepares maintenance and construction contracts, meeting agendas, student intern schedules, and various other clerical and office documents
11. Coordinates the wide range of print and audiovisual materials for meetings of the engineering department; works with other staff to ensure professionalism as well as strong communication
12. Performs other duties as assigned
Typical Decisions: The incumbent will make clerical decisions under general supervision and within set standards and protocols. Will make decisions regarding public inquiries and other engineering support issues.
Knowledge of:
  • Principles and practices of basic engineering mathematics
  • Elementary surveying, traffic monitoring, and surveying techniques and practices

  • Professional software literacy including design software such as AutoCAD

  • Reading plans, interpreting plans, and understanding standards
  • Managing meetings, scheduling reservations, drafting agendas, and facilitating meetings successfully
  • Communicating clearly and concisely verbally and in writing
  • Understanding regulations, laws, ordinances, and codes
  • Reading construction manuals and other guidelines
Ability to: 
  • Perform engineering and mathematical calculations with speed and accuracy
  • Understand and follow oral and written instructions
  • Produce minor engineering plans and profile cross sections using AutoCAD
  • Produce, interpret, and apply basic field notes
  • Read and interpret minor engineering plans
Education: High School Diploma/GED
Experience: Level I: None. Level II: Two years of Engineering Aide I level work or a degree in Civil Engineering 
Licenses and Certifications: A valid State of California Driver’s License
Physical Demands and Working Conditions: Physical, mental, and emotional stamina to perform the duties and responsibilities of the position; manual dexterity sufficient to write, use telephone, computer, business machines, and consistently stand or walk up to four hours per day as required. Vision sufficient to read fine print and display monitors; hearing sufficient to conduct conversations occasionally over the noise from groups of people, in-person, and using the telephone; speaking ability in understandable voice with sufficient volume to be heard in normal conversational distance, occasionally in crowds of people and for addressing groups; physical ability to push, pull, squat, twist, turn, bend, stoop, and reach overhead; physical mobility sufficient to move about the work environment, walk on uneven surfaces and occasionally leap, jump, run for short distances; physical strength to lift twenty pounds from the floor; physical stamina sufficient to stand, walk and/or sit for prolonged periods of time; and mental acuity to collect, interpret and analyze data, reason, define problems, establish facts, draw valid conclusions, make valid judgments and decisions.
Working environment is shared between an office and outside. Work outdoors under adverse condition in heat, wind, cold, and rain. Work in an around potential hazardous substances including pesticides, herbicides, and motor fuel. Must drive a vehicle and travel for site visits, traffic studies, meetings, and classes.
