Purpose

The Office of the Clerk of Council has the perfect opportunity for you as a Assistant to Clerk of Council. This position is responsible for the confidential and highly responsible secretarial work for the Clerk of Council and offers support, where necessary, to ensure the delivery of effective legislative affairs. Work is characterized by a high level of secretarial and procedural assistance, requires thorough knowledge and advanced skills in office practices, and involves use of exceptionally sound judgement and tact in relationships with the public and members of the staff.

Essential Job Functions

  • Charged generally with the preservation and safekeeping in good order of records and like matters associated with the operation of the Clerk of Council Office, staff meetings, and other meetings as assigned.
  • Receives telephone and personal callers and refers those which can be handled by other officials, as necessary.
  • Maintains the Clerk of Council’s day and night calendars.
  • Receives and screens incoming correspondence to the Office of the Clerk of Council, including petitions, reports, and other written materials, and forwards as appropriate.
  • Maintains control of records on incoming correspondence and action documents and follows up on work-in-process to ensure timely reply or action.
  • Reads outgoing correspondence for procedural and grammatical accuracy and consults with administrative staff on matters relating to conformance with policy, factual correctness, and adequacy.
  • Maintains files of correspondence, reports, contracts, calendars and schedules, directories, and policies.
  • Makes necessary arrangements for travel, arranging schedule of visits, making plane and hotel reservations, notifying organizations and persons to be visited, keeping in touch with Clerk of Council enroute, and writing follow-up letters after return.
  • Handles all the Clerk of Council’s outgoing correspondence, including taking dictation, screening calls, typing, making copies, and distributing copies.
Provide the following assistance in absence of the Deputy Clerk of Council:
  • Assists in City Council meetings when required because of absences or emergencies.
  • Writes accurate minutes of all City Council meetings and maintains an Index of Minute Books for future reference, Digital Format Permitted.
  • Research pertinent matters related to City Council actions and updating City Council info, as needed.
  • Performs all duties necessary in connection with the outlined Rules of Council.
  • Maintains all permanent City Council records and files.
  • Handles all correspondence pertaining to City Council business.
  • Furnishes Council members, Attorneys, and staff members with copies of minutes.
  • Furnishes Council members, Clerk’s office, and others with meeting agenda.
  • Copies and furnishes the City Council and staff members’ information prepared by the City Attorney.
  • Assists in planning all official meetings, retreats, etc. for City Council members.
  • Handles calls for Mayor and City Council members; also, calls concerning City Council business and refers calls to other administrators as appropriate.
  • Captures, projects, maintains, and handles revisions or additions of all official motions and votes during live City Council meetings.
  • Performs other duties as necessary for the effectiveness of the organization.

Minimum Qualifications

Requires High School graduation or GED equivalent supplemented by four (4) years of administrative experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

Requires Certified Municipal Clerk designation or the ability to obtain the Certified Municipal Clerk designation within one (1) year after assuming the Assistant City Clerk position.

Additional Requirements:

Background investigation, including supervised drug screen, post offer/pre-employment medical screen; and verification of education, certifications, and licenses required prior to employment.
