City of Seattle is Hiring an Energy Research & Evaluation Analyst Near Seattle, WA

Seattle City Light’s Customer Energy Solutions Division is hiring a Research & Evaluation Analyst. The Division is looking for a Research and Evaluation Analyst who will complete a two-person evaluation team in the Strategy, Planning, and Evaluation group. Research enables City Light to stay on top of emerging opportunities, and evaluation entails rigorous review, monitoring, and verification of energy program impacts and other information. This position reports to the Strategy, Planning and Evaluation Manager.

  • Serve as project manager and conduct evaluation of energy efficiency, renewables, demand response, affordability, and electrification programs. Plan and conduct analyses, and interpret, prepare, and present statistical reports substantiating evaluations in support of department programs and activities. 
  • Manage large consultant contracts. Define scope of work, coordinate RFP processes, participate in selection and manage the work of independent contractors.
  • Provide recommendations to modify and/or continue programs, pilots, and regulations.
  • Present findings in orally and in writing.
  • Provide technical assistance to design teams and planning committees.
Required Qualifications:
In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has: 
Education: A Bachelor’s degree in social or behavioral science or in a related field; and
Experience: Three years of relevant work experience involving research design and statistical analysis
(or a combination of education and/or training and/or experience that provides an equivalent background required to perform the work of the class)

Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:
  • Graduate degree that provides experience in research and evaluation methods.
  • Professional experience in research or evaluation of energy programs, or in related areas (e.g., public health, policy, science, product development, etc). This experience is typically gained through five or more years of experience performing relevant progressively responsible assignments.
  • Experience in study design and methodologies, evaluation procedures, statistical techniques, analysis and inference, database designs.
  • Strong computer skills. Experience using word processing, spreadsheet, and statistical software.
  • Ability to deliver oral presentations.
  • Experience producing statistical and research reports, manuals, customer and program data analysis and annual reporting.
  • Project management experience, to include contract management.
  • Experience leading or coordinating the work of others.
