Summary Of PositionPerforms a variety of purchasing functions for the City. Duties include ensuring compliance with State statutes and City directives in purchasing of goods and services.
Examples Of WorkEssential Duties*
Greets the public in person or via telephone, responding to questions and requests and referring complex issues to the appropriate person, gives directions, and takes messages where appropriate;
Assists other departments with purchasing related tasks, including purchasing policy questions;
Receives requisitions for materials, equipment, supplies and services and obtains pricing in accordance with applicable purchasing statutes and procedures, including compliance with the historically under-utilized business programs;
Researches and creates vendor lists for formal bid processing via internet, e-commerce purchasing, telephone, public contacts and other published resources;
Assists Purchasing Manager with bid preparations and evaluation including preparation of bid tabs;
Assists in maintenance of renewal dates for competitive bids and request for proposals;
Tracks orders and expedites deliveries, which includes entering received goods relating to non-inventory items into system;
Assists in maintenance of purchasing and vendor records;
Reconciles and forwards invoices relating to purchase orders to accounts payable for payment; assists Accounts Payable Technician to insure that invoices are paid in accordance with the established terms and conditions of the contract;
In the absence of the Purchasing Manager, attends bid openings and pre-bid conferences;
Assists Purchasing Manager with state purchasing and cooperative purchasing contracts;
Copies and distributes legal notices for advertisement of bids to the newspaper with supervisory approval;
Works with Purchasing Technician and Purchasing Manager to coordinate annual uniform fitting for employees;
Tags fixed assets with City identification tag;
Assists in maintaining a computerized inventory system;
Other Important Duties*
Assists Purchasing Manager as needed;
May be required to perform duties of other Purchasing employees in their absence;
Assists in maintenance of inventory;
Provides secretarial support by preparing, typing and proofreading letters and reports; and
Performs such other duties as may be assigned.
Acceptable Experience And TrainingHigh school graduation, or its equivalent, with courses in typing and basic mathematical skills, plus two years of related experience; previous training on computer, 10-key calculator, and other general office equipment.

Certificates And Licenses RequiredState of Texas Class C (operator) driver's license or available alternate means of transportation.
