  • A 17-field soccer complex
The Recreation Superintendent will provide leadership in multiple facets of the department including: managing a team of Recreation Coordinators and over 150 recreation employees, coordinating an annual Parks and Recreation Fun and Action guide, acting as the City Liaison to community sports associations and other community groups, and speaking to media outlets at press conferences, interviews, while fielding other media inquiries.

Duties

  • Supervises and evaluates the work of a subordinate staff; effectively recommends personnel actions related to selection, disciplinary procedures, performance, leaves of absence, grievances, work schedules, and assignments; administers personnel and related policies and procedures; oversees the training of employees; and ensures proper safety standards and followed.
  • Identifies, prepares, and justifies annual budget and capital improvement project requests for recreation programs and facilities.
  • Develops, plans, and supervises City-wide recreation and aquatics programs for all age groups based on determined needs of the residents.
  • Identifies gaps in program services, eliminates duplications of services, and seeks to remedy any program competitiveness
  • Handles inquiries, complaints, and requests for volunteer/community service projects from the general public.
  • Acts as a resource person in the given specialty to other recreation professionals or leaders and to community civic groups.
  • Acts as the City Liaison to all Community Sports Associations and other community groups.
  • Coordinates annual Parks and Recreation “Summer Fun and Action” guide. development, distribution and additional marketing of all division programs.
  • Directly Supervises and oversees all recreation facilities, in conjunction with the Recreation Coordinators.
  • Advises Parks and Recreation Director concerning present, short-term, and long-range strategic planning efforts for recreation programs.
  • Makes presentations at City Council and other civic groups to provide information on facility operations and performance.
  • Speaks to media outlets at press conferences, interviews, and field other media inquiries about the Parks and Recreation Department.
  • Works with the Finance Department regarding purchases, service contracts, and maintenance contracts.
  • Maintains regular and punctual attendance and working hours.
  • Prepares to deal with a variety of emergency situations.
  • Expected to temporarily perform duties outside of normal classification in the event of a declared emergency. In the event that an employee is excused from work other than being sick, they will be required to report to work in a state of declared emergency.

Qualifications

Cognitive Demands, Skills and Abilities: Ability to listen to and understand information and ideas presented through spoken words and sentences; skill in planning, scheduling, supervising, and inspecting the work of subordinate personnel; skill in motivating employees; apply common sense understanding to the work process, procedures, programs and services; ability to apply general rules to specific problems to produce answers that make sense; ability to tell when something is wrong or is likely to go wrong; ability to identify complex problems and reviewing related information to develop and evaluate options and implement solutions; organize daily tasks and assignments and to operate a personal computer using standard or customized software applications; ability to establish and maintain effective communications and working relationship.

Job Knowledge: Extensive and current knowledge of the methods, practices and trends of community based recreation program administrations; thorough knowledge of aquatic safety, first-aid methods and safety precautions to be used in administration of a wide range of recreation and aquatic programs; current knowledge of the methods, practices, and trends of winter, aquatics, outdoor ice rinks, climbing walls and other recreation facilities; ability to select and using training/instructional methods and procedures appropriate for the situation when learning or teaching new things; ability to prepare clear, concise reports and budget recommendations; thorough knowledge of first-aid methods and safety precautions to be used in administration of a wide range of recreation programs; and the ability to resolve conflicts; ability to select, train and supervise aquatic and recreation program staff; ability to establish and maintain effective working relationships with employees, superiors and the general public; ability to resolve conflicts with employees; knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems.

Language Ability and Interpersonal Communication: Ability to speak clearly so others can understand you; ability for effective communication skills and the ability to provide assistance to customers (external and internal);requires the ability to write and speak effectively with fellow employees, City Council, and the general public; read in English; and to provide and follow verbal and written instructions; requires the ability to work as a member of a team in order to accomplish tasks; ; the ability to establish and maintain effective working relationships with citizens/customers; superiors, subordinates, other City employees, contractors, and vendors; the ability to provide leadership in the implementation of the principles of work teams and process improvement.

Physical Requirements: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; ability to see details at close range (within a few feet of the observer); ability to see details at a distance; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to other locations; and to verbally communicate to exchange information. Regularly lifts up to 10 pounds and occasionally lifts up to 50 pounds.

Work Environment: Sixty percent of work is normally performed in a normal inside office environment with appropriate heating and cooling and is not subject to significant occupational or environmental hazards other than those normally associated with general public contact, dust or odors. Field conditions outdoors are varying weather conditions, with varying street level noises; and visiting locations within the community whose environment may be different from the City’s. Travel in all types of weather extremes to attend training and/or organizes meetings conferences, and workshops; must be mobile and able to visit complainants and businesses within the metro area.

Minimum Required Qualifications

Special Requirements: Possession of a valid driver’s license. Must obtain the following certifications within 12 months of hire:

  • Lifeguard
  • Lifeguard Instructor
  • Water Safety Instructor
  • Water Safety Instructor Trainer
  • CPR/AED and First Aid Certified

Graduation from an accredited college or university with a Bachelor’s degree in Leisure Studies, Parks and Recreation or related field and three years’ of work experience in supervising and administering recreational activities or facilities;

or

Graduation from an accredited area college with an Associate's degree in Recreation Management, Leisure Studies or related field and four years of work experience in supervising and administering recreational activities or facilities;

or

Any equivalent combination of experience and training that provides the required knowledge, skill and abilities.
