City of Springfield is Hiring a Financial Special Projects Manager Near Springfield, MA

JOB
Responsible for performing complex and highly detailed work to ensure the fiscal health and sustainability of the City by analyzing proposed new legislation, revisions to existing legislation, and determining potential avenues for new or increased revenue. Work is performed under the supervision of the Chief Administrative and Financial Officer and with considerable professional independence. This position may oversee staff within the department as needed.
EXAMPLE OF DUTIES
Conducts research and analysis to determine avenues for new or increased revenue. Conducts analysis of the impact of proposed new or revised legislation both state and federal; determines the impact on the collection of various tax revenues. Reviews current City fines and fees to determine appropriate rates.Selects and applies appropriate statistical techniques to forecast revenue based on the Governor's Executive Budget and Official Estimates, answer requests, make reports, and estimates the revenue impact of proposed legislation.Conducts research studies, feasibility studies, benchmarking studies, needs assessments, cost/benefit analysis, economic impact analysis, and management studies; makes inferences and projections from findings and statistical data; prepares comprehensive detailed recommendations and reports.Develops and implements long and short-term plans, goals, and objectives regarding the City’s overall budget; evaluates efficiency and effectiveness of operations, services, procedures, and use of resources; recommends and/or implements process modifications or improvements as needed to improve efficiencies.Attends meetings, serves on committees, and makes presentations as neededOversees the trash billing process for the City. Assist the department analyst with budget analysis and preparation. Assists with preparing monthly financial analyses and reports.Works closely with the City Grant Director to identify and develop new grant sources. Oversees assigned specialized projects within the department. This includes assigning and overseeing department staff related to that project. Performs related work as required.
SUPPLEMENTAL INFORMATION
Graduation from a four-year college or university with major course work in business administration or a related field AND six (6) years of related experience; OR any equivalent combination of ten (10) years.A graduate degree in Public Administration, Business Administration, Statistics or a related field. Master’s degree strongly preferred.
