JOB
Under general direction or supervision, plans, organizes, coordinates and participates in the work of the Permit Center, provides administrative services for building, property maintenance, zoning and permit applicants, planning applications and other customer services; provides technical expertise in building, zoning and plan review administration; responsible for the day to day operations and supervision of assigned staff in support of the Permit Center of the Planning and Community Development Department; performs analytical work for preparing, reviewing, and analyzing the customer service counter; reviews permit applications, plans, and supporting documents for proper form, completeness, sufficiency of information, conformance with legal standards, and compliance with City requirements; receives, logs, and completes general permit processing procedures including distribution of building plans for plan checking; performs plan checks for Planning Commission conditions; issues permits as authorized; and other duties as assigned. Employee must also exercise tact and courtesy in frequent contact with department's customers and the general public. To perform this job successfully, an individual must be able to perform the essential job functions satisfactorily. EXAMPLE OF DUTIES
Supervises department employees' which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination and salary increases.Provides daily management and supervision of the assigned Department's Planning and Community Development customer service office.Monitors and evaluates customer service staff performance; coordinates training and development.Maintains, reviews, and recommends adequate internal control procedures.Review policies, procedures, regulations, and reports to determine operational changes.Implement new technology, oversees enhancement/improvements to existing technology and programs.Develops and oversees the distribution of information handouts, brochures and website materials related to the permit/customer service center.Operates a vehicle and a variety of equipment such as personal computer, fax machine, copier, calculator, etc.Uses computer supplies and office productivity software such as Microsoft Word, Microsoft Excel, AS400, Crystal reporting, Accela Tidemark, City Works etc. based on department assigned.Assists in resolving unique or specialized customer service issues regarding land use and/or building inquiries.Oversees the department's building permits and customer service operations.Reviews and/or prepares reports on data entries within current permitting software.Receives and/or reviews various records and reports including new residential and Nonresidential reports, Crystal reports and various other reports for internal and external agencies.Interacts and communicates with various groups and individuals within the Department of Planning and Community Development, other City and State Departments, etc. and the General Public.Reviews the exterior design for compliance with Design guidelines provided in the Unified Development Ordinances (UDO) or legal court documents such as a Conditional Use permit.Interprets the language of these documents and applies these guidelines for review by the Assistant Director of Community Development.Interprets information for customers about property maintenance, zoning and basic construction/design requirements, development standards and process information, permit cost and other procedural issues.Receives permit applications, checking for completeness; attends pre-application meetings when required, assigns issue dates, routes to appropriate team members for review and monitors for status; notifies customer of target date of permit issuance.Maintains computer input on permits and tracks their status; updates files on a daily basis.Prepares and monitors work process from intake to issuance of a permit; recommends alterations of processes and/ or development of new guidelines.Research and respond to inquiries for building, zoning, and property maintenance from staff and general public.Reviews zoning applications, and coordinates inspection process.Provides assistance with processing building permits for customers when short staffed.May assist an Assistant Director or Director in the development of policy.Performs other related work as required.
SUPPLEMENTAL INFORMATION
Knowledge of the methods, policies, and procedures of a City Department as they pertain to the performance of duties of the Customer Service Manager.Knowledge of the policies and procedures, organization and function of the department.Knowledge of utilities system customer service and billing policies, regulations, and procedures, if assigned.Knowledge of bookkeeping terminology, methods, procedures and equipment.Knowledge of modern office procedures and equipment and standard clerical techniques.Knowledge of building permits and land use permits if assigned.Knowledge of the principles of supervision, organization, and administration.Skilled in the use of a variety of office machines, including popular computer-driven word processing, spreadsheet, and file maintenance programs and in-house or professional prepared programs.Ability to direct, supervise, and coordinate the work of subordinate employees.Ability to perform mathematical computations with speed and accuracy.Ability to exercise independent judgment and initiative in completing assigned tasks.Ability to prepare financial and other related reports.Ability to interpret policy and procedural guidelines and to resolve problems and questions.Ability to communicate effectively in oral and written form.Ability to exercise tact, courtesy and firmness in frequent contact with customers and the general public.Ability to establish and maintain effective working relationships as necessitated by work assignments.Ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.Ability of speaking and/or signaling people to convey or exchange information. Includes giving instructions, assignments and/or directions to subordinates or assistants.Ability to read a variety of reports, records, invoices, etc.; prepare reports, correspondence, purchase orders, accounting reports, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak with poise, voice control and confidence.Ability to apply principles of logical thinking to define problems, collects data, establish facts, and draw valid conclusions.Ability to record and deliver information, to explain procedures, to follow oral and written instructions.Ability to communicate effectively and efficiently in Standard English.Ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages; understand and apply the theories of algebra.Ability to inspect items for proper length, width and shape.
