City of Suffolk is Hiring a Project Manager Near Suffolk, VA

DESCRIPTION

Under limited supervision, this position is responsible for managing and coordinating the design, development and implementation of comprehensive technology projects with broad impact to the City; oversee the planning, implementation, review, deliverables, and closure; document all aspects, working closely with teams and management to ensure the scope specific project direction is appropriate and complies with City policies, procedures, missions and goals. Reports to the Director of Information Technology.

ESSENTIAL JOB FUNCTIONS
  • Analyzes, plans, and implements one or more major information technology projects, and/or a major enhancement of an existing system or technology infrastructure.
  • Develops project plans and budgets, sets objectives, oversees purchases and financial transactions, monitors and evaluates project status and progress.
  • Reviews and evaluates customer development and modification requests.
  • Ensures project goals and timelines are met and system enhancements meet end user needs.
  • Coordinates assigned staff to include performance management, employee relations, prioritizing and assigning work and related activities.
  • Serves as the project liaison to technical professionals and city departments; coordinates with vendors and customers to resolve issues.
  • Develops and implements strategic initiatives to ensure best business practices; provides technical coordination, guidance and recommendations as required.
  • Provides system documentation to department end users in accordance with installation standards including system, operator and user manuals, coordinates training.
  • Performs related duties and fulfills responsibilities as required.
REQUIRED QUALIFICATIONS

Requires a Bachelor’s Degree in Information Systems, Computer Science, or a closely related field with 5 to 7 years related experience in Information Technology, or an equivalent combination of education and experience.

Certification of Project Management Professional (PMP) preferred.

SUPPLEMENTAL INFORMATION
  • Knowledge of Microsoft Office software suite including Access, Excel, PowerPoint, and Word.
  • Comprehensive knowledge of organizing, planning, coordinating, managing and directing administrative functions, planning processes and technology projects.
  • Evaluates the best method of research and then exercising appropriate judgment in establishing priorities and resolving complex matters and situations and research information to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches. Considers the relative costs and benefits of potential actions to choose the most appropriate one.
  • Excellent ability to communicate complex ideas and proposals effectively so others will understand to include preparation of reports, agendas, and policies. Excellent ability to listen and understand information and ideas presented verbally or in writing.
  • Ability to work with a project team to support a variety of municipal, state, and federal projects.
  • Ability to establish and implement effective programs and procedures. Establishes priorities for the completion of work in accordance with sound time-management methodology. Attends and maintains a calendar for meetings, deadlines, and events. Performs a broad range of supervisory responsibilities over others.
