Position Description

The City of Sugar Land is seeking a full-time Budget Manager in the Budget & Strategy Department.

Summary of Duties

  • Supervises, plans, directs and evaluates staff and activities in specified functional areas of budget and strategic management.
  • Assists in the analysis of the annual budget. Including the budget requests, personnel, Overhead Cost Allocation Plan, Utility Rate Model, operating budget detail, revenue forecasts, and the Five Year Capital Improvement Program. Coordinates discussion of concerns with department directors and makes recommendations based on budget priorities identified by management.
  • Champions the City’s strategic planning program by working with city management, departments, and the City Council to develop of long-term goals, objectives, strategies, and actions.
  • Builds strategic and collaborative relationships and interact with others in a way that builds confidence and trust; provide excellent customer service by taking action to accomplish objectives, maintain high levels of work and productivity by generating innovative solutions to work situations.
  • Works with the Budget & Strategy Director on outreach and engagement with the community, other governmental entities, nonprofit organizations and the philanthropic community.

Minimum Qualifications

Formal Education:

  • Bachelor’s degree in Public Administration, Finance or a related field; a Master’s degree is preferred.
Relatable Work Experience:
  • Five years’ budget, strategic planning, accounting, or finance experience.
  • One year as Budget Analyst for a municipality.
  • Additional relevant work experience resulting in acceptable proficiency levels in the above knowledge; skills and abilities may be substituted in lieu of specific education and exempt-level experience requirements. Likewise, a Master’s Degree in a related field may be substituted for two years of work experience.
Training (License and/or Certification):
  • Texas Class C Driver License
