City of Toledo is Hiring a Zoning Compliance Manager Near Toledo, OH

POSITION SUMMARY:
The Zoning Compliance Manager oversees the Zoning Compliance Specialists. Under general direction, the Manager exercises dedicated control or oversight on division operations, as well as providing technical assistance and leadership to ensure compliance. Additionally, the Manager serves as a direct support to the Director of the Toledo-Lucas County Plan Commission, overseeing the administrative and technical support team within the division.
This individual is responsible for the successful operation of enforcement programs for inspection of signs, site plans, and landscape plans that have been reviewed and approved by the Plan Commission to ensure compliance with the codes of the City of Toledo, and by referenced authority, those of the State of Ohio; and inspection and enforcement duties relating to commercial parking lots governed by the City of Toledo. Collaboration is a key element of this role, requiring the Manager to work with individuals at all organizational levels and external stakeholders to achieve departmental goals.
 
ESSENTIAL JOB FUNCTIONS: 
  • Conceptualizes, designs, implements and leads special detail projects and programs related to the enforcement of the Toledo Municipal Code, Ohio Revised Code and/or other appropriate governing association.
  • Assigns work orders and assignments to Zoning Compliance Specialist to include supervising the following:
    1. On-site inspections of sites to ensure compliance with applicable local codes and regulations for compliance with approved applications, signage, landscaping, grading, and excavation requirements.
    2. Sending correction notices to contractors or others who violate codes.
    3. Investigating illegal or unauthorized work.
  • Evaluates the unit’s internal controls, processes, policies and mechanisms to ensure adequacy, effectiveness, and compliance with the strategic priorities and governing body guidelines
  • Communicates effectively with a wide range of stakeholders, including prospective consultants and providers, city personnel, and community partners. Provides information to contractors, their employees, and to homeowners on methods of correcting work to comply with applicable code requirements.
  • Responsible for daily, weekly, and monthly tracking in order to advance the strategic priorities and goals of the Plan Commission.
  • Develops effective performance management training programs, as well as continuing education plan for staff members.
  • Provides front line support to the internal team for all mobile technologies including mobile computers, cell phones, Wi-Fi connectivity, docking stations, and field operations equipment (keyboards, mice, car mounts, etc.). Front line support includes assisting with troubleshooting, bringing personnel back online for stability with work assignments, working with IT for any technology issues which cannot be resolved at a local level.
  • Supports team members with their critical roles within these operations and/or special projects, including continuous feedback and analysis of work performance, and providing guidance and expectations with deliverables.
  • Reviews and approves work as appropriate from the support staff members.
  • Provides quality feedback to internal support staff on new ideas and creative approaches to unit operations, including administrative duties, field operations, and community messaging.
  • Issues stop work orders as required under state and municipal codes.
  • Keeps records and writes reports on all inspections.
  • Investigates and reports on complaints of code violations.
  • Prepares reports on the physical condition of signs, sites, and landscaping.
  • Consults with superiors on sign application, site plan, and landscape plan problems and recommends solutions.
  • Provides testimony in cases before the Administrative Board of Zoning Appeals and Housing Court of Toledo Municipal Court.
  • Responsible for issuing and maintaining landscape bonds.
REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
  • Graduation from an accredited college or university with a Bachelor's Degree in Political Science, Public Administration, Urban or Regional Planning or closely related field. If a candidate does not possess a Bachelor’s Degree in any of the above referenced areas, consideration will be given to those individuals who possess an additional four (4) years of directly related experience. 
  •  Three (3) years of experience managing and maintaining a program within a Government administration, agency or other associated forum OR three (3) years of experience managing and maintaining a program within an organization to include program and methodology analysis, data governance and/or management, and analytics regulatory compliance. 
  • Must possess the International Code Council’s Certification in Zoning. 
  • Must possess a valid driver’s license.
