The City of Torrance is recruiting for an Assistant Engineer to be part of the Public Works Department's Engineering Division Team!
The Department The Public Works Department is a dynamic organization that readily adapts to the needs of the Torrance Community in providing quality and reliable service to the public. The Department is made up of over 200 employees within five distinct divisions who provide service to residents, businesses, and other City departments to improve and maintain the City's streets, sidewalks, landscaping, traffic signals, sewers, waste collection, and water systems.
The Division
The Engineering Division is responsible for the development and implementation of several and various infrastructure projects included in the City's multi-year Capital Improvement Program (CIP). The Division's duties include: planning and budgeting for new projects; securing outside (i.e. federal, state, grant) funding; engineering design, administration of public bidding; and construction management of each project. The Division also provides traffic engineering services for the City including traffic studies, traffic signal system management, responding to citizen traffic requests and making traffic striping and signage improvements citywide in compliance with state standards.
The Position
The Assistant Engineer applies civil engineering principles and practices in support of the Public Works Department's mission to provide a superior level of public service and interdepartmental support in the most practical and competent manner possible.
The following duties represent the principal job duties; however, they are not all-inclusive.
  • Designs and develops engineering plans, drawings and specifications, cost estimates, contract provisions, legal descriptions, and maps, ensuring compliance with subdivision policies and local and state codes, ordinances and regulations;
  • Maintains accurate and up-to-date project files;
  • Prepares general correspondence, reports, newsletters, etc. as required;
  • Investigates public complaints and problems and takes appropriate action to resolve complaints and problems;
  • Prepares and presents reports and agenda items to the City Council, and City Commissions;
  • Coordinates projects with other City departments, agencies and utilities as required;
  • Assigns, reviews and coordinates the work of subordinate technical engineering personnel; assists in training lower-level employees;
  • Keeps abreast of current engineering principles and practices, technology, regulations and literature that apply to City engineering projects.

QUALIFICATION GUIDELINES

Education and Experience
Any combination of education and experience that would have provided the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:

Graduation from a college or university with a Bachelor's degree in civil engineering and one to two years of professional engineering office experience; or possession of a valid Engineer-in-Training certificate and four years of responsible engineering experience.

Experience or training in CAD applications for computers is desired.
License and/or Certificates
Must possess and maintain an appropriate, valid California State driver's license.
A valid certificate of registration issued by the California State Board of Registration for Civil and Professional Engineers is desirable.
Ideal Candidate
In addition to the above requirements, the most successful candidate will possess the following:
  • A valid certificate of registration issued by the California State Board of Registration for Civil and Professional Engineers;
  • Knowledge of civil engineering principles;
  • Strong organizational skills and self-motivation;
  • Knowledge of Microsoft Suite and Auto CAD;
  • Ability to develop and maintain positive working relationships with management, staff, the public, contractors, utility companies, and public agencies; and
  • Effective oral, written, and interpersonal communication skills.

Night Shift Differential (sec.3.2.1 and 3.5.1)
Full time employees paid 5% above base hourly pay when ½ or more of the shift is scheduled to work after 5:00 p.m. or before 7:30 a.m.

Educational Incentive Premiums (sec. 3.6.1)
ENGINEERS : (Premiums paid above base pay, per hour. Total educational premiums not to exceed 12% combined)
  • International Code Council (ICC) certificate: 4%
  • 2% for each additional certificate, maximum of 12%
  • Loss of 2% for each year's delay for failure to maintain certification

Any hours under or equal to 600 (sick) and 600 (vacation) will be deposited into the ICMA-RC RHSP Plan, for retiring and separating employees. The remaining balance up to limits allowed by law will be disbursed into the City's 457 plan or be paid in cash.
