The Position The Human Resources Analyst will serve as a business partner and technical expert by interpreting and applying HR regulations, policies, and practices in the areas of recruitment, selection, classification, compensation, and employee relations. Maintaining confidentiality with highly sensitive matters; developing collaborative and effective work relationships; analytical orientation; strong writing and oral communication skills; and ability to work autonomously while managing multiple projects are critical traits for a candidate that will thrive in our environment.
The Human Resources Analyst must be able to work independently to perform a wide variety of tasks with emphasis on talent acquisition and employee relations functions such as: assist with disciplinary actions; review and provide assistance with employee performance evaluations; leave administration; interpret and apply City policy, applicable Memorandums of Understanding (MOUs), and state and federal labor laws; and provide professional guidance and advice to all levels of the organization on a daily basis.

QUALIFICATION GUIDELINES Any combination of education and experience that would have provided the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:
Graduation from a college or university with a Bachelor's degree in industrial/organizational psychology, public or business administration, political science, or a related field and two years of experience in one or more of the following personnel areas: classification and compensation, benefits, employee and labor relations, recruitment and selection, training, or personnel policy and procedure development.
May be required to work evenings during scheduled City Council or Civil Service Commission Meetings.
Successful candidates will possess the following:
- Effective problem solving and general administrative skills;
- Excellent oral, written and interpersonal skills;
- Strong consultation and conflict resolution skills;
- A sound foundation in interpreting and applying ordinances, rules and policies in a public sector personnel system;
- Understanding of FMLA/CFRA Requirements and ADA/FEHA/Interactive Process (Disability Management);
- Awareness of political sensitivities;
- Familiarity with merit system principles in personnel selection;
- HRIS experience/intermediate Computer Skills.
