DUTIES AND RESPONSIBILITIES: *
Position Specific Summary
The Strategic Planning and Community Engagement (SPACE) Manager position at the City of Tucson’s Department of Housing and Community Development oversees community engagement, neighborhood reinvestment, public information, and departmental planning. Serves as the main point of contact for departmental communications, engagement activities, and community plans.
Work is performed under the supervision of the Planning Administrator. This position exercises supervision over Housing and Community Development Personnel.
Duties and Responsibilities:
Planning (35%) - Essential
Leads staff in the development of Housing and Community Development departmental plans including the Housing Affordability Strategy for Tucson (HAST) and People, Communities, and Homes Investment Plan (PCHIP). Oversees community participatory planning processes, development of Transformation Plan, and implementation of place-based reinvestment initiatives in the 29th Street Thrive Zone. Tracks plans and implementation projects to ensure accurate and timely reporting to funders. Synthesizes external and internal plans and data into master plan documents and oversees the creation and implementation of measurement and tracking tools. Plans, supports, and attends planning meetings and engagement activities; makes public presentations to community members and stakeholders. Supports Director’s Office and Housing and Community Development divisions in development and proposal of policy recommendations as they relate to housing availability, affordability, sustainability, equity, and community development. Develops funding proposals and administers federal and state grant awards to support place-based initiatives. Supports Planning Administrator to represent department supporting Plan Tucson and other interdepartmental planning activities.
Project Management (30%) - Essential
Leads procurement on project related items and manages contracts for outside consultants, researchers, and planning partners. Provides consulting expertise and support to divisions responsible for federal, state, and or other plans. Manages projects across departmental programs and divisions, including data analysis and GIS mapping, community outreach and communications tools, process improvements, and grant writing. Oversees project management of SPACE-led community development projects like Thrive Zone Action Activities and sustainability improvements to HCD housing properties; coordinates with HCD divisions and other city departments or partners to ensure timely execution of projects. Develops and manages timelines, outcomes, budgets, and deliverables.
Engagement (20%) - Essential
Develops and implements a comprehensive communications strategy to engage and inform the media and public. Engages through the development and delivery of mass communications using social media, electronic newsletter, mailing, website, and new media. Supports Public Information Officer in managing departmental media requests. Assigns and directs staff support for community engagement and outreach related to housing development activities. Promotes community involvement and awareness of City activities; improves community access to City services. Stays informed of emerging best practices promoting city activities and equitably engaging underrepresented communities. Ensures culturally and linguistically accessible and appropriate community engagement best practices are utilized in Departmental outreach. Collaborates with partners to develop community publications and reports related to department activities and community-wide homelessness issues, including departments Annual Report. Oversees community awareness campaigns including special campaigns, and coordinated campaigns with local, state, and federal partners.
Supervision (10%) - Essential
Acts as hiring manager for staff and volunteers/interns, conducts interviews and pre-selection testing when applicable. Assigns and directs staff and volunteers/interns, evaluating performance and providing coaching and supervision to support success. Addresses employee concerns and resolves employee relation related challenges. Supervises staff responsible for GIS and data analysis; maintains working knowledge of relevant data sources and tools available for visualization and reporting. Ensures planning staff are appropriately trained and competent in the use of planning best practices and planning tools e.g. Geographic Information System (GIS), existing data sets, project management frameworks, etc. Supervises staff responsible for departmental sustainability and climate resiliency efforts.

MINIMUM REQUIRED QUALIFICATIONS:
Education:
Bachelor's degree
Work Experience:
Three (3) years of directly related experience
Any combination of relevant education and experience may be substituted on a year-for-year basis.

Master’s degree in planning, public administration, social work, policy, public health, or related field.
5 years or more experience in planning, housing, social service, or public information/communications.
Bilingual in English and Spanish.
Direct personal experience of housing instability and/or public housing residency.
