City of Tyler is Hiring a Transportation Analyst/Planner Near TX 75702, TX

Under supervision of the MPO Director, a Transportation Planner is responsible for all aspects of transportation planning, data collection, and data management. The primary emphasis of this position will be to develop, implement, and administer travel demand modeling, statistical analysis, and graphic illustration of existing and proposed facilities in support of a variety planning work including preparing long-range transportation plans, sub-area studies, short-range transportation improvement programs, urban and regional transit planning, annual work programs, and other pertinent transportation documents, policies, and programs.

  1. Assists in preparing, revising, and administering the Unified Planning Work Program (UPWP) biannually, Transportation Improvement Program (TIP) biannually, and Metropolitan Transportation Plan (MTP) every 5 years and preparing amendments as necessary.
  2. Collects, maintains, analyzes, and prepares data/maps using Geographic Information Systems (GIS) tools including ESRI ArcGIS, TransCAD, and other types of software for qualitative and quantitative analysis to code travel demand forecasting networks, performance measures, and various other maps and dashboards.
  3. Assists with public participation efforts and activities including planning for, locating venues, setup, preparing surveys, obtaining feedback, designing public engagement activities, etc. 
  4. Prepares correspondence, reports, studies and makes presentations regarding program/project activities and assists in researching and preparing appropriate response for technical assistance requests.
  5. Provides appropriate public notice of planning activities, answers inquiries, and disseminates information to other agencies, consultants and the public by providing general information or referring the requester to the appropriate individual and resources.
  6. Performs various analyses using transportation software, interprets data, evaluates alternatives, and makes logical recommendations.
  7. Monitors assigned projects, provides feedback regarding their implementation, and makes recommendations to enhance the process.
  8. Assists in the preparation of agendas, memorandums, letters of support, and other official correspondence. 
  9. Assists with budget development, monthly billing submittal, and annual reporting of expenditures. 
  10. Assist in communicating transportation planning efforts to MPO committees, outside agencies, civic organizations, and community groups.
OTHER JOB FUNCTIONS:
  1. Ensures State and Federal program compliance and audit requirements are met.
  2. Drafts / updates Standard Operating Procedure (SOP) documents as necessary.
  3. Updates links and information on the website
  4. Performs other related duties as assigned. 
SKILLS, KNOWLEDGE AND ABILITIES:
  1. Excellent time management, project prioritization, and oral and written communication skills.
  2. Skilled in the use of Microsoft Office products including Outlook, Word, Excel, and PowerPoint.
  3. Basic understanding of principles and practices of traffic engineering, urban planning and development.
  4. Working knowledge of ESRI ArcGIS software is required. 
  5. Working knowledge of financial forecasting and budgeting methodology and procedures.
  6. Ability to supervise and direct small groups as well as act as lead worker when required.
  7. Must be able to work independently, quickly complete and/or facilitate the completion of projects, and meet deadlines with little oversight and with a commitment to quality and accuracy.
  8. Must have a team player mindset and the ability to efficiently partner and collaborate with management, staff, consultants, contractors, regulatory personnel and citizens.
  9. Ability to utilize independent judgment and make sound decisions.
  10. Ability to remain tactful, calm, and persuasive in controversial and/or confrontational situations.
  11. Must be able to pass a criminal and financial background check.
  12. Must possess a valid State of Texas driver’s license with a clear driving record.
  13. Ability to attend out-of-town trainings that may involve overnight stays.
  14. Ability to sit 6 hours daily, bend, stoop, walk and stand occasionally.
Education and Experience – Must have a bachelor's degree in urban planning, engineering, geography, marketing or a closely related field. Must have over one (1) year of relevant experience.
Other degree programs in addition to work experience may be sufficient.

The City of Tyler will accept two years of relevant experience in place of each year of college required in the job description. Four years of relevant experience will be considered in place of an Associate's Degree, and eight years of relevant experience will be considered in place of a Bachelor's Degree. Any experience required in the Minimum qualifications is in addition to years of experience substituted for a degree.
