THE POSITION
The City of Ventura Water Department is looking for candidates who have a desire to learn and begin a career in a Water Department or are already in the water distribution field. If you are seeking an opportunity to grow into a long-term career in water distribution or water treatment, we offer training and advancement opportunities in a complex, D5 water system environment.
Water Distribution Operator Trainee: $26.30$31.97/hr DOQ
Water Distribution Operator I/II/III: $29.35$40.21/hr DOQ
WHAT YOU'LL DO
Reporting to the Water Distribution Supervisor , this position works under general supervision to perform semi-skilled and skilled heavy manual labor. Working as a member of a crew, work includes construction, maintenance, repair of the water distribution system.
The Water Distribution Operator Trainee/Water Distribution Operator I/II/III eligibility list established with this recruitment may be used to fill current as well as future vacancies.
Positions are flexibly allocated up through the Water Distribution Operator I/II/III levels and may be filled at any level depending on the experience and certification levels of the applicant.
Incumbent may be required to work stand-by on rotational basis and report to work on a callback basis as needed within a designated time frame. Standby assignment is at the discretion of the Division Head.
WHAT YOU'LL DO
  • Assists in the installation, maintenance, repair and replacement of water mains and service connections
  • Repairs leaks in mains, lines, and valves, and assists in repairing, replacing, and maintaining fire hydrants
  • Performs a variety of maintenance tasks including shoveling earth, concrete and mud debris using hand tools such as shovels, rakes, picks, and sledges
  • Removes weeds, cuts brush away from meter boxes, sample stations, fire hydrants, and other various city facilities operates various pneumatic tools such as rock drills, tampers, etc.
  • Cleans, greases and oils Water Division owned mechanical equipment and tools, maintaining equipment to ensure proper working order
  • Operates various motorized and mechanized equipment incidental to the duties of maintaining and effective water system for the City
  • Performs repairs on gate valves, chlorinates pipelines, tests hydraulic systems
  • Maintains related facilities as required

POSITION QUALIFICATIONS
WHAT DOES IT TAKE TO QUALIFY
Water Distribution Operator Trainee: A combination of education, training and/or experience equivalent to one year as a Maintenance Worker I.
Water Distribution Operator I: A combination of education, training and/or experience equivalent to 18 months of related maintenance experience or one year of experience as a Water Distribution Operator Trainee, and possession of a valid California Water Resources Control Board Grade D1 Water Distribution Operator certificate. Formal training in the following areas is highly desirable: confined space hazard prevention, asbestos safe handling and disposal, traffic safety control and flagging.

Water Distribution Operator II: A combination of education, training and/or experience equivalent to 18 months of related maintenance experience or one year of experience as a Water Distribution Operator I, and possession of a valid California Water Resources Control Board Grade D2 Water Distribution Operator certificate. Formal training in the following areas is highly desirable: confined space hazard prevention, asbestos safe handling and disposal, traffic safety control and flagging.

Water Distribution Operator III: Possession of a valid California Water Resources Control Board Grade D3 Water Distribution Operator certificate.

Formal training in the following areas is highly desirable: confined space hazard prevention, asbestos safe handling and disposal, traffic safety control and flagging.

License / Certificates :

Water Distribution Operator Trainee :
Possession of a valid California Class C driver's license is required upon employment. Within 6 months of employment, incumbent is required to obtain and thereafter maintain, the following licenses:

California Class A driver license with the following endorsements/restrictions: Auto Transmission and Air Brakes Restrictions - No Endorsement. (Pursuant to the Department of Transportation (DOT) regulations, drug testing is required.)

A pre-employment medical examination is required before appointment is made.

Water Distribution Operator I/II/III
Possession of a valid California Class C driver's license is required. Within 6 months of employment, incumbent is required to obtain and, thereafter, maintain a valid California Class A license with Auto Transmission and Air Brakes Restrictions - No Endorsement. (Department of Transportation (DOT), drug testing is required.)

Probationary Period: Twelve months
Deferred Compensation: $442 per year will be matched in a Section 457 Plan.
Medical/Dental Insurance: Up to $691 monthly toward a selection of plans. Medical and dental insurance is effective the first of the second month after date of hire.
Vision Insurance: City paid coverage provided for employees and their dependents. Vision insurance is effective the first of the second month after date of hire.
Optional Benefits: $469 monthly, which may be applied toward medical insurance premiums. Cash-out option is not available.
Life Insurance : City paid term life insurance equal to the employee's annual salary, and dependent life insurance of $2,000 per dependent.
Disability Insurance: City paid short-term and long-term disability coverage.
Retirement:
Tier I - 2% @ 55/Single Highest Year of Compensation for Classic CalPERS members who worked for the City prior to December 31, 2012 and are returning to City employment. Employees make a 7% member contribution, and may be subject to compensation limits per Section 401(a)(17) of the IRC.
Tier II - 2% @ 60/3-Year Final Compensation Period for Classic CalPERS members with less than a six-month break in service from another CalPERS or CalPERS'-reciprocal agency. Employees make a 7% member contribution, and may be subject to compensation limits per Section 401(a)(17) of the IRC.
Tier III - 2% at 62/3-Year Final Compensation Period for New CalPERS members. Employees make a 6.25% member contribution, and are subject to compensation limits per Government Code Section 7522.10. Additional details regarding the City's retirement plan will be provided to candidates during the job offer process.

Medicare: Employees participate only in the Medicare portion of Social Security. There is a 1.45% payroll deduction for this benefit.
Annual Leave: 3 weeks per year, increasing to 5 weeks after 15 years service, for vacation and sick leave. New employees may take annual leave during the initial probationary period with manager and supervisor approval.
Personal Leave: 27 hours per calendar year.
Holidays: 12 paid holidays per year.
Winter Holiday Break: 18 hours of Winter Holiday time. City Hall closure December 25th to January 1st.
Tuition Reimbursement: $2,500 per year for tuition and books for courses taken at accredited institution and after completion of probationary period.
Student Loan Forgiveness: The City currently qualifies as an eligible employer for the federal Public Service Loan Forgiveness program.
Direct Deposit: Paychecks are automatically deposited to employee accounts.
