City of West Palm Beach is Hiring a Right of Way Project Coordinator Near Beach, FL

Under limited direction, reviews plans, construction drawings, and processes permit applications, as they relate to the regulation of permitting and construction within the right-of-way. Performs technical construction plan review and inspection. Works independently with limited supervision researching and suggesting processes, methodologies, and improvements related to right of way permitting; and performs other related duties as assigned.

DUTIES AND RESPONSIBILITIES (which are not in any hierarchical order)

1. Oversees and coordinates the City of West Palm Beach Right of Way Permit program.

2. Reviews and processes applications for right of way permits as they relate to the regulation of staging, storing materials, construction, and any other type of miscellaneous work within the City’s right of way.

3. Reviews submitted Maintenance of Traffic plans for approval; may prepare Maintenance of Traffic Plans as necessary.

4. Explains related policies and regulations with the public and offers customer service by providing information, guidance, and assistance with Right of Way permitting and associated regulations.

5. Participates in project design meetings and reviews plans, specifications, and engineering drawings for conformance to applicable codes related to area of responsibility.

6. Prepares and makes recommendations for revisions and/or improvements to construction plans and specifications related to area of responsibility.

7. Meets with developers, representatives from other agencies, and City staff to resolve issues related to work within the right of way.

8. Performs engineering related studies and calculations related to assigned area of responsibility.

9. Reviews technical specifications and contract documents related to assigned area of responsibility.

10. Conducts on-site inspection of projects to identify non-conformance issues.

11. Acts as liaison between City representatives, project staff and contractors and resolves issues related to contractor compliance.

12. Maintains records and data system.

13. Performs other related duties as assigned.


Salary

$63,245 Annually (Pay grade 60)

Qualifications


MINIMUM QUALIFICATIONS

Associates degree with a major in Business, Engineering, Environmental Health, or related field (education will be verified using the “Education Requirements” listed below) and three (3) years of experience working in the design, review, or construction of engineering and development of plans is required; or five (5) years of experience working in the design, review, or construction of engineering and development of plans is required, or any equivalent combination of training and experience.

Possess Advanced MOT certification Florida or be able to obtain this certification within three months of hire.

ALTERNATE REQUIREMENTS:

High school diploma or GED (education will be verified using the “Education Requirements” listed below) and five (5) years of experience working in the design, review, or construction of engineering and development of plans is required, or any equivalent combination of training and experience. Possess Advanced MOT certification Florida or be able to obtain this certification within three months of hire.

A current and valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.

Special Driving Requirements

  • Have not lost any driving privileges by reason of revocation, suspension, or denial of license, or have been convicted and/or had an adjudication withheld of three or more moving violations.
  • Have not had one DUI (Driving Under the Influence) in any preceding twenty-four (24) month period. License suspension of two weeks or less or suspensions based only on non-moving violations that have been cleared will not automatically result in revocation of driving privileges.
  • Have not had more than one DUI (conviction or adjudication withheld) in Florida or any other state within the past ten (10) years.

Education Requirements: To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:

a) a public education institution in the State of Florida or any State or Territory of the United States; or
b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or
c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or
d) an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above.

International degrees will be evaluated to determine if they satisfy qualification requirements.

The selection process for this position may consist of any, all or a combination of the following tests: evaluation of training and experience, written examination, structured oral interview or other assessment method.

State of Emergency:
When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
