Description

We will be offering a promotional process to establish a list of candidates eligible for promotion to Lieutenant. The following are requirements to participate in the process:
Current Westerville Division of Fire Full Time Firefighter/Paramedic
Five (5) years full time experience, of which three (3) must be with Westerville Division of Fire, on or before the written examination date.
Leadership classes/courses
Completion of Associate's Degree prior to appointment of Lieutenant
Members who are interested in participating in the process shall complete an online application by July 14, 2024.

Candidates shall attach a resume, copy of leadership classes/courses, and college diploma to the online application.
Under general direction, supervises and directs shift operations. Assists in fire suppression, education, EMS and Fire Safety Inspections. Performs other duties as assigned.
SUPERVISION

The position provides on line supervision for a unit. Daily review of subordinate work is required. Performance evaluations are completed on subordinates. General supervision is provided to this position by a Battalion Chief and Deputy Fire Chief. Division protocol provided by a standard operational manual. Annual performance reviews completed by a Battalion Chief and Deputy Fire Chief.
ESSENTIAL FUNCTIONS OF WORK

(May not include all duties performed.)
Responds to fire, EMS, hazardous material incidents and other emergency situations to manage all safety and health related concerns.
Directs and assists Fire Fighters in fire suppression operations. Responds to Fire Division emergencies and assists in the incident command structure.
Administers basic life support, advanced life support and emergency medical treatment to individuals in life threatening and/or hazardous situations.
Operates medical vehicle and equipment.
Supervises fire-fighting personnel and delegates tasks to ensure proper maintenance and upkeep
of fire station and fire-fighting and medical equipment.
Performs routine inspections of industries, etc., to ensure compliance with City fire safety codes
and/or preplan fire fighting strategies.
Prepares and maintains records, reports, and other types of operational documentation
(e.g., work reports, fire reports, inspection reports, payroll reports, pre plans, etc.).
Assists in fire/safety education programs/public relations.
Performs all supervisory functions such as performance evaluations, training, counseling, and discipline.
Removes individuals from burning structures.
Applies water to burning structures with high volume hoses.
Moves furniture and/or building materials to limit fire/smoke damage.
Operates fire pumps, hydrants and high volume hoses to control fires.
Climbs ladders to assist in personal safety or property protection
Utilizes breathing packs, axes, shovels and other related equipment to control fire/smoke damage.
Works 24 hour shifts and overtime as needed.
Drives City vehicles during emergency responses and general daily operations.
Assures that assigned station is maintained and kept in a clean, orderly state at all times.
Performs routine inspections of buildings to ensure compliance with City and State fire safety codes.
Assists in fire/safety educational programs.
Knowledge of fire-fighting emergency medical principles, practices and safety procedures.
Ability to direct and coordinate the activities of others.
Ability to recognize problems and recommend solutions and exercise judgment under stressful conditions.
Effective oral and written communication skills.
Knowledge of division policies and procedures.
Ability to prepare concise and accurate reports.
Ability to climb ladders.
Ability to lift and carry 125 lbs.
Ability to drag 175 lbs. at least 100 ft.
Ability to read and recognize hazardous warning labels.
Ability to read and hear.
Ability to provide leadership in stressful situations.
Knowledge of geographical layout of fire district.
Ability to establish and maintain effective working relationships with trainees, trainers, superiors and other job related personnel.
Ability to instruct, direct, and coordinate others.
Knowledge of division goals and objectives.
Ability to supervise employee training and development.
Knowledge of Incident Command System.
Knowledge of advanced emergency medical practices and procedures.
Ability to collect, analyze and interpret data.
Operation or utilization of emergency medical equipment and materials.
Knowledge of City and State fire safety codes (BOCA Codes) and inspection technique.
Ability to identify existing or potential problem areas and recommend corrective measures.
Ability to use all safety devices in critical situations.
Proficient in triage, EKG interpretation; IV therapy; drug administration, de-fibrillation, intubation; identification of trauma, heart attacks, stroke, etc.
MINIMUM REQUIREMENTS OF WORK

Must have Current Full Time Firefighter II, Paramedic and Fire Safety Inspection certifications at time of application.
Must have five years of full-time firefighting experience, of which three must be with the City of Westerville, on or before the written test date.

Must show completion of an Associate's Degree at time of position offer.
Must possess valid State of Ohio Motor Vehicle Operator's License free from excessive violations.
HEALTH BENEFITS
Employees pay 15% of the monthly medical insurance premium though United Healthcare which includes prescription coverage.
VISION AND DENTAL
The City pays 100% of the premium for dental and vision.
LIFE INSURANCE
The City pays 100% of the premium on a $100,000 life insurance policy for employee.
RETIREMENT PENSION
The City contributes 24% monthly toward retirement benefits offered through the Ohio Police and Fire Pension Fund.
VACATION
Entry level Fire Fighters receive two weeks of paid vacation after completing one-year probationary period.
PERSONAL LEAVE
Firefighters receive 72 prorated hours of personal leave annually.
