Redevelopment Manager

General Definition of Work

Redevelopment Manager position is responsible for assisting the Director of Economic Development in planning, implementing, and strategically positioning economic development and redevelopment practices that are consistent with the mission and objectives of the City of Westfield leadership. The Redevelopment Manager position reports directly to the Director of Economic Development. The Redevelopment Manager will ensure economic growth of the City of Westfield using best practices in evaluating, recommending, and negotiating public private partnerships on redevelopment projects. The position will oversee all budgeting, forecasting, and debt management of the department and the Westfield Redevelopment Commission. The position will require application of multi-disciplinary approaches to debt and spend strategies, asset management, aggregation opportunities, and risk mitigation. The position will require regular attendance at meetings outside of regular business hours, including Westfield Redevelopment Commission, City Council, another other public meetings to request public approvals. Occasional attendance at industry events, conferences, and recruitment events as required to stay informed of relevant municipal finance statutory changes and to develop a better understanding of opportunities to improve the financial health of the City of Westfield. Work hours for this position are 8:00am to 5:00pm Monday through Friday with 1 hour for lunch unless otherwise assigned.

Essential Functions

  • Manage the Redevelopment Commission’s and Economic Development Department's finances including budgets, forecasting, and debt management. 
  • Analyze semi-annual TIF receipts for allocation areas, calculate PIATT (Payment in Addition to Taxes), facilitate the collection of PIATT and PILOT (Payment in lieu of Taxes) from Developers.
  • Instruct the Clerk Treasurer’s office on timing and sequence of bond payments, allocation of TIF to reserves, and ensure accurate accounting of developer bond payments.
  • Review annual TIF Management reports prepared by Clerk Treasurer and Municipal Advisor.
  • Allocation area strategy and management including collaboration with bond legal counsel, timing of allocation area creations, and monitoring to identify amendments to areas.
  • Review and advise Director regarding business terms of legal agreements with developers and lead land acquisition activities for redevelopment initiatives. Includes assessment of financial feasibility of projects, evaluation of Pro Formas, cost benefit analysis, recommendation of incentive packages, and coordination with outside counsel on development agreements. 
  • Communicate between City of Westfield, Redevelopment Commission, Redevelopment Authority, Community Development Corporation, Economic Development Commission, and other entities as required to meet the financial goals of the department.
  • Prepare and manage budgets for development efforts and specific redevelopment projects, ensuring that project budgets are maintained, and systems are in place for managing, monitoring, and reporting finances. Lead contract management activities for capital projects.
  • Review agendas, action items, exhibits, reports, and other deliverables as required for administration of the work associated with Westfield Redevelopment Commission and associated commissions and corporations.
  • Track economic development data in Microsoft Dynamics or similar CRM application.

Knowledge, Skills, and Abilities

Knowledge of principles of public administration, economic development, financing, practices of sales models, forecasting, pipeline management, and lifecycle; Working knowledge of economic development strategies and planning techniques, consensus building, and business principles; Working knowledge of and ability to develop programs for procedures and implementation of economic developments, Tax Abatements, tax increment financing (TIF), and Development Agreements; Working knowledge of and ability to make practical application of financial and accounting principles, ability to perform relevant arithmetic and algebraic calculations, and maintain accurate records and creating related reports; Working knowledge of Standard English grammar, spelling and punctuation, and ability to type with speed and accuracy, and properly operate a variety of standard office equipment, including computer, printer, telephone, copier, calculator, and scanner; Working knowledge of Microsoft Office Programs, such as Word, Excel, Outlook, Teams, and SharePoint; 

Ability to maintain confidential information and present a professional demeanor; Ability to work on several tasks at the same time and complete assignments effectively amidst frequent distractions and interruptions; Ability to respond promptly to client needs and meet commitments; Ability to understand and follow written and oral instructions and plan and layout assigned work projects; Ability to make practical application of department policies and procedures, City Master Plan, state laws and local ordinances regarding land use, building construction, and occupancy; Ability to coordinate redevelopment efforts related to property acquisition, site preparedness, and facilitation of related engineering, utility, and construction activities; Understanding of local, state and federal incentives available to business, real estate and site selection principles and practices, economic research techniques, methods and procedures; Experience in the design, implementation and evaluation of economic development programs; Knowledge of economic development approaches, methodologies, theories and/or practices in both the public and private sector; Demonstrated involvement in professional and business networks related to economic development and economic growth; Strong program and financial management skills; Excellent written and oral communication skills; Ability to work independently and take initiative and to lead teams; Ability and willingness to work extra hours to meet the goals and objectives related to the economic development goals of the City of Westfield; Experience with CRM and Microsoft based software programs.

Education and Experience

Bachelor’s degree in Public Administration, Economics, Real Estate Development, Finance or related field with major work in Redevelopment Finance, Economic Development, Planning or related field and a minimum of five years of related experience required, or equivalent combination of education, professional development, and demonstrated experience. 

  • Advanced knowledge of economic development strategies and planning techniques, consensus building, and business principles. 
  • Advanced knowledge of and ability to develop programs for procedures and implementation of economic developments, Tax Abatements, tax increment financing (TIF), and Development Agreements.
  • Advanced knowledge of and ability to make practical application of financial and accounting principles involving budgets, debt management, and financial feasibility.

Physical Requirements and Working Conditions

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires walking and occasionally requires standing, stooping, kneeling, crouching or crawling, reaching with hands and arms and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Special Requirements

Valid Indiana Driver’s License.

Certificate in Public Finance, Certificate in Public Budgeting and Financial Management, CGFM Certification, AIM Certified Municipal Official, or willingness and ability to obtain one or more of these certifications.
