The GIS/Asset Specialist performs highly responsible and advanced technical work involved in analytics and evaluation of existing or proposed Geographic Information Systems (GIS) and designing solutions and technical procedures to process GIS data with particular training to the implementation of GIS for both the Public Works Department and other service departments. This position reports to the Public Works Director and coordinates with other department directors. This position coordinates infrastructure asset management, database administration, work order management, GIS applications, and GIS integration for asset management Examples of Duties
Implements technical methodologies for creation and use of spatial and tabular data. Prepares and interprets source documents and spatial data for digital conversion
Creates visual representations of GIS databases to assist department and users in optimization of their duties
Assists in modeling and planning activities for asset maintenance, rehabilitation, and replacement of all infrastructure assets
Researches, creates, manages, and maintains GIS spatial and tabular data to provide the users with the most current and accurate available data
May assist with maintenance of zoning and land mapping for the Development Services Department
Acts as liaison with Public Works staff regarding the use and management of geodatabases and CMMS programs. Coordinates CMMS software programming maintenance and work order processes to continuously improve data development
Assists with field review and inspection of assigned projects and improvement plans submitted to Public Works and other departments for approval
Coordinates and assists in the preparation of contract documents, permitting, agreements, and related documentation
Interacts with other City departments, local governments, and private sector for effective system applications
Supplies first-line quality control of all departmental GIS data, which includes spatial alignment, accuracy, GPS validation, etc., as required
Represents the City at meetings as requested
Performs direct customer service to City employees and the general public in person, by telephone and through written communications
Performs data analyses on spatial and tabular data to produce reports, maps, graphs, and/or charts as requested by management and user departments
Coordinate collection of field data for GIS database updates
Assists with configuring and maintaining ESRI servers for development and production environments
Performs updates of GIS system utilizing field data, hard copies, and other pertinent information
All other duties as assigned
Typical Qualifications
EDUCATION & EXPERIENCE
Associates Degree or equivalent from a two-year college or technical school
Three-to-four (3-4) years training and/or experience in Geographic Information Systems (GIS) data management and analysis
Five (5) years of progressively responsible work experience, preferably in a local government Public Works, Development Services, engineering or construction field utilizing ESRI ArcGIS, CityWorks, Google Earth and Computer Aided Drafting (CAD) preferred
QUALIFICATIONS
Ability to effectively present information to commission, management, public groups and/or boards
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical GIS mapping
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
Skill in interpersonal skills, communications, team building, facilitation, networking, and neotoiations
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
Ability to apply computer applications and software
Ability to perform spatial analysis and create maps
Ability to interpret complex and detailed technical data
Advanced knowledge of the current GIS software (including ArcGIS and CityWorks), relational database fundamentals, and local area networking fundamentals
Advanced knowledge of terminology, practices, and techniques used in GIS
Knowledge of Land Development Regulations preferred
Knowledge of permitting requirements; knowledge of overall planning for engineering requirements
Ability to take a teamwork approach to any job by cooperating with others, offering to help when needed, and considering team goals
