City of Wilmington Delaware is Hiring a Planner II Near Wilmington, DE

PLANNER II

PRIMARY FUNCTION:

  • This position handles responsible work in the field of Urban Planning and independently conducts research, collects data, designs studies, and formulates and evaluates alternative course of action.
  • Recommends goals, strategies, objectives, programs, regulations, and incentives in principle fields such as land use, comprehensive planning, housing, environment historic preservation, or economic development.

PRINCIPLE DUTIES AND RESPONSIBILITIES:

  • Represents the Director, Deputy Director, or other City officials at public meetings.
  • Testifies as an expert witness before City Council and quasi‑judicial boards.
  • Acts as a liaison with outside consultants.
  • Works on revisions to the Comprehensive Plan; prepares amendments and revisions to the zoning ordinance and other legislation, designs studies; prepares grant applications; provides technical assistance both within and outside City government.
  • Provides staff support to the City Planning Commission and Design Review and Preservation Commission.
  • Conducts planning activities at the direction of the Director and Deputy Director of Planning.
  • Must possess and maintain a valid driver’s license with a good driving record.
  • Performs all related work as required.

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Master's degree in Urban or Regional Planning or Public Administration, or similar preferred.
  • Experience and skill in the professional application of planning principles in public policy alternatives in preferably more than one specialized field, such as comprehensive planning, land use regulations, housing, transportation, public facilities, historic preservation, economic development, environment, sustainability, or human services.
  • Comprehensive knowledge of the principles of planning and management and their application in all areas of government.
  • Skill in the applications of basic and specialized planning principles.
  • Ability to function effectively as part of an overall management team.
  • Working knowledge of the use of computer programs including, Microsoft Word, Excel, and PowerPoint; knowledge and GIS and/or other mapping tools.
  • Ability to establish and maintain effective working relationships with other employees and the public.

WORKING CONDITIONS:

  • Work is performed mostly in a quiet office environment, while seated at a desk with a computer.
  • Required to use hands, fingers, close vision, and reach with hands and arms.
  • Occasionally required to walk.
  • Occasionally lift and/or move up to 25 pounds.
