As a Floodplain Manager, you will play a crucial role in assessing, managing, and mitigating flood risks within designated areas. Your responsibilities will involve implementing floodplain management policies, conducting risk assessments, and overseeing flood control projects. This role requires a deep understanding of hydrology, engineering principles, environmental regulations, and community engagement strategies.

Essential Job Functions:
Under the direction of the City’s Building Official, the Floodplain Administrator oversees, manages, and ensures the effective processing of all flood loss reduction, flood damage prevention, post-event coordination with local, state, and federal agencies, and floodplain activities within the City. Informs, educates, and explains floodplain development requirements to City and community leaders, City staff, citizens, and the general public. Centralizes, updates, reviews, and maintains flood maps, plans, and policies regarding flood reduction and prevention to provide streamlined access to information. Assists outside agencies during Community Assistance Visits, Community Rating Systems Program reviews, and other floodplain related projects and/or programs; acts as a FEMA liaison for the National Flood Insurance Program. Serves as primary contact for elevation certificates, substantial damage assessment, and audit related needs. Participates on the Local Mitigation Strategy (LMS) Work Group as the City’s primary representative; coordinates with County and City staff on plan updates and provides support for citizen committees; updates City Council and the public as appropriate.
Ensures the City of Winter Haven complies with all local and federal laws and regulations related to floodplain management. Reviews all floodplain related projects received from Federal and State Agencies, including LOMR, LOMA, and other associated flood map adjustments. Reviews floodplain permit applications and proposed developments to ensure they have necessary permits and approvals; inspects developments to determine compliance. Assists with and facilitates all floodplain matters with other various departments. Provides floodplain management guidance related to community drainage improvements, flood protection, floodplain management, and flood mitigation projects. Participates on the Emergency Response Team for emergency situations including disaster response and recovery.
