GENERAL PURPOSE:
Wastewater Plant Operators I, II, or III perform skilled mechanical and monitoring work in the treatment, transfer, storage, and distribution of water at a wastewater treatment plant. The incumbent monitors and adjusts various equipment and instrumentation for the effective treatment of wastewater in accordance with licensure specifications, gathers samples, maintains proper water flow, monitors the proper dosage of chemicals, turbidity, and pH, and performs chemical analysis and general preventative maintenance work. This work is performed under general supervision - the incumbent normally receives little instruction on routine work and general instruction on new projects and assignments; work is reviewed periodically with primary feedback given with final results. Work is reviewed through observation of efficiency, safety, production, adherence to established policies and procedures, and results achieved.
Examples of Duties
ESSENTIAL FUNCTIONS:

Monitors, adjusts, and records data from various types of instrumentation and equipment to ensure proper biological and chemical treatment, pressure, and flow rates of the wastewater system; monitors influent and effluent flow, and chlorine levels.
Maintains daily log and various local, state, and federal records; records reading of gauges and results of tests at specified intervals; maintains a record of daily operations and any irregularities; maintains equipment maintenance records.
Collects samples; tests water quality; makes chemical analysis such as solids determination, chlorine residual, and pH determination; performs sludge volume tests; measures dissolved oxygen levels; performs chlorine residual test; turbidity and telemetry monitoring.
Observes and operates a variety of equipment in the treatment of wastewater; operates filters, pumps, mixers, filter air compressors, blowers, and feeders; adjusts and changes tanks; and backwash filters.
Monitors the SCADA systems for the water plants (Intellution iFix) and the Lift Stations (Data Flow) and monitors water plant security cameras.
Performs all laboratory procedures under NELAC Standards for reporting purposes.
Performs general maintenance of the plant equipment.
Performs well sampling in compliance with the Florida Department of Environmental Protection and NELAC Standards.
Assists the Industrial Waste Technician with laboratory sampling, and testing inspections as needed.
Performs other work as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Working knowledge of occupational hazards, safety rules, and practices and the ability to transmit such knowledge to subordinates.
Working knowledge of basic wastewater treatment methods and procedures, sanitary characteristics of sewage, and chemicals used in the treatment process.
Working knowledge of basic water production and distribution methods and procedures.
Working knowledge of hydraulics as applied to distribution and pumps.
Working knowledge of safety precautions and certified lab procedures.
Working knowledge of PLC operation and SCADA operation and system.
Skill in the operation of modern office equipment, computers, and software, including Microsoft Office applications (Word, Excel, PowerPoint, etc.).
Ability to react and respond intelligently in emergency situations.
Ability to write reports and maintain records and files.
Ability to distinguish color changes, depth, odor, sound, taste, and texture perception.
Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public.
Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public.
Ability to demonstrate proficiency in the City of Winter Park Core Competencies.
Ability to understand and follow oral and written instructions and keep accurate records.
This position is performed with working knowledge - the incumbent has the ability to recall and apply important and commonly used information from relevant source documents or information in a particular subject field.
Typical Qualifications
MINIMUM QUALIFICATIONS:
Wastewater Plant Operator I, II or II
High School diploma or equivalent supplemented by approved courses in wastewater treatment every two years.
An equivalent combination of education, training, and experience, which provide the necessary knowledge, skills abilities, and other competencies required for the position may be considered.
CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS:
Wastewater Plant Operator I
Possess and maintain a valid State of Florida Driver's License, Class E or higher.

Physical
This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force repetitively to move objects; work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, and grasping.
Ability to ascend/descend stairs, scaffolds, and ladders.
Ability to traverse about a variety of environments and obstacles throughout the city, with or without reasonable accommodation.
Ability to remain stationary at job sites for extended periods and repetitively operate related equipment for repairs/maintenance.
Ability to position oneself to work in confined or difficult to reach spaces.

Environmental
Tasks may require frequent exposure to adverse environmental conditions including inclement weather, sun, extreme temperatures, odors, dirt, dust, loud noises, and hazardous chemicals, etc.

Tasks require the manipulation of objects and demonstration of small, precise movements, the ability to detect and distinguish various features of one's surroundings, and the ability to effectively communicate and exchange information with others.
