THE POSITION
This recruitment is being conducted to fill one full-time vacancy. The list established by this recruitment may be used to fill future full-time, part-time, limited term, and temporary vacancies for up to one year.
The ideal candidate will know how to perform skilled, journey level work in the installation, maintenance, replacement, and repair of electrical and electronic systems and equipment in various municipal utility systems, street lights, buildings and facilities. The incumbent should be familiar and comfortable using bucket trucks, aerial lefts and scissor lifts at extreme heights to complete job tasks.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Electrical Supervisor.
May exercise technical and functional supervision over lower level maintenance staff.
THE DEPARTMENT
The Public Works Maintenance Division, which consists of Facilities, Grounds, Fleet, Marina, Streets, and Traffic maintenance sections, provides a wide range of services to the community and is responsible for the repair and maintenance of City-owned property. Our mission is to provide cost effective, efficient and responsive service to the City of Vallejo and the public. The Traffic Division provides 24 hour coverage for Vallejo Citizens. Electricians with the City of Vallejo are expected to be on standby periodically and should be prepared to respond to call outs after hours.
The Traffic Maintenance section safeguards the community by repairing and maintaining all traffic-related assets. The Traffic section Responds to Calls for:
  • Streetlight Malfunctions (burnt out bulbs, day-burning lamps, etc.)
  • Downed Streetlight Poles
  • Stolen Copper Wire
  • Downed, Damaged, or Missing Traffic/Street Signs
  • Faded Street Markings

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
- Important responsibilities and duties may include, but are not limited to, the following:

  • Repair and replace defective or worn electrical and electronic parts in motors, generators, pumps, telemetry equipment, controllers, switches and other facilities and equipment.
  • Test, locate, diagnose and repair damaged electrical and electronic circuitry in a variety of facilities and equipment including water pumping, traffic control systems, street lighting, and building equipment.
  • Troubleshoot and install computer lines, telephone equipment and circuitry; maintain, repair and adjust building heating, ventilation and maintenance equipment; install and repair marina power and light equipment.
  • Operate and maintain a hydro electric cogeneration system.
  • Inspect newly installed electrical and electronic equipment and lighting to ensure safe and satisfactory functioning.
  • Revise and design a wide variety of electrical systems related to municipal facilities and equipment as necessary.
  • Install, repair, replace and maintain all components of streetlight and traffic signal systems including poles and bases, mast arms, span wires, guy wires, signal and streetlight fixtures, controller cabinets and bases, conduit, junction boxes, and related wiring and circuitry in compliance with state and federal regulations.
  • Evaluate each job situation as it arises; diagnose electrical problems and search for proper solutions; refer problems to appropriate staff.
  • Maintain accurate records of work performed, materials used, and associated costs.
  • Operate electrical maintenance tools and equipment including aerial lifts, volt meters and a wide variety of hand tools.
  • Read and interpret blue prints and schematics related to electrical systems.
  • Requisition electrical maintenance supplies, materials and equipment.
  • Estimate time, materials and equipment required for jobs assigned, requisition materials as required.
  • Perform preventive maintenance on equipment as required.
  • Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
  • Perform related duties and responsibilities as required.
Minimum Qualifications/Knowledge, Skills & Abilities

Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.
-A typical way to obtain the knowledge and abilities would be:

Experience:
Two years of journey level experience in the installation, repair, replacement, and maintenance of electrical and electronic equipment, systems, and components.

Training:
Equivalent to the completion of the twelfth grade supplemented by completion of a formal electrical apprenticeship program and/or training in electronic technology.

License or Certificate
Possession of, or ability to obtain, an appropriate, valid driver's license.
Knowledge of:
  • The full range of methods, materials, tools, equipment and procedures used in the repair of electrical and electronic devices.
  • Components and parts used in modern traffic control, street lighting, water pumping, heating, air conditioning and ventilation systems.
  • Principles of electrical and electronic repair, maintenance and system design.
  • Principles and practices of traffic signal systems maintenance.
  • Operation characteristics of tools and equipment used in electrical and electronic maintenance activities.
  • Occupational hazards and standard safety practices necessary in the area of work assigned.
  • Principles and procedures of record keeping.
  • Safe work practices.
Ability to:
  • Assess and troubleshoot a wide range of electrical and electronic systems and equipment.
  • Install, maintain, and repair traffic signal systems.
  • Work with independence and to make decisions relative to electrical and electronic maintenance work methods, equipment and tools.
  • Understand and interpret blueprints, schematics and diagrams.
  • Prepare and maintain records, reports, and work estimates.
  • Understand and follow written and oral instructions.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work including City officials and the general public.
  • Perform preventive maintenance on electrical equipment as required.
  • Work independently in the absence of supervision.
  • Use and operate hand tools, power tools, and mechanical equipment in a safe and efficient manner.
  • Read and interpret maps, sketches, drawings, specifications and technical manuals.
  • Perform a variety of manual tasks for extended periods of time and in unfavorable weather conditions.
  • Apply good judgment and practical knowledge to resolve unusual or irregular problems in the area of work assigned.
  • Perform duties in a manner to maximize public safety in the area of work assigned.
  • Respond to the Corporation Yard for an emergency call out within thirty (30) minutes of notification.
Additional Information

Working Conditions:
Travel from site to site; exposure to high voltage and heights; lifting, climbing and stooping.
The Recruitment & Selection Process

2. Applications will be screened for overall qualifications the week of December 11, 2023.
3. Performance / Oral Examinations are tentatively scheduled to take place the week of January 15, 2023. Performance / Oral Examinations are weighted at 100% of the candidates' score. Candidates must achieve a minimum passing score of 70%. Those achieving 70% or higher will be placed on the Register of Eligibles (eligible list) and may be considered to fill positions for up to one year.
The City reserves the right to limit the number of candidates to those determined to be best qualified based upon all requested application materials, including training and experience, current resume, and responses to supplemental questions.
4. Candidates placed on the Register of Eligibles (eligible list) will be referred to the department for final interviews based on their performance in the exam. The number of candidates referred for a hiring interview is at the discretion of the hiring department.
